Position Overview
The primary responsibility of the Health and Safety Officer (HSO) is to guarantee that employees are provided with a secure working environment in compliance with occupational safety regulations and industry standards. This is achieved by ensuring that the necessary health and safety policies and programs are effectively implemented by the designated responsible parties within the workplace.
Key Responsibilities
- The HSO collaborates closely with the Project Management Team, including the Project Manager, Project Engineer, and Site Superintendent, to assess site-specific health and safety requirements and to assist in the implementation and enforcement of the Health and Safety Plan (HASP).
- In an office setting, the HSO supports project teams and safety division staff in developing site-specific HASPs, health and safety programs, and training initiatives.
- Conducts audits to ensure that all personnel meet necessary health and safety qualifications before work commences.
- Assists in creating site-specific emergency response plans and determines the required personal protective equipment (PPE).
- Engages in site safety inspections and collaborates with project teams to develop corrective action plans for any identified safety deficiencies.
- Leads air sampling and atmospheric monitoring efforts to ensure compliance with permissible exposure limits (PELs).
Authority and Accountability
The HSO possesses the authority to halt work if any conditions pose an imminent health and safety risk. In such cases, the HSO must promptly inform the project management team and assist in developing a corrective action plan.
Qualifications
- Completion of OSHA 30-Hour Construction Safety Awareness Course.
- Completion of OSHA 40-Hour Hazardous Waste Operations and Emergency Response (HAZWOPER).
- 3-5 years of experience in a health and safety role, preferably within the construction sector.
- Current certifications in First Aid, CPR, AED, and Bloodborne Pathogens.
Preferred Qualifications
- More than 5 years of experience in a health and safety role.
- HAZWOPER Trained Supervisor certification.
- Knowledge and experience with industrial hygiene sampling and monitoring tools.
- Completion of OSHA-510 – OSHA standards for the construction industry.
- Credentialing by the Board of Certified Safety Professionals (BCSP) as a Safety Trained Supervisor Construction (STSC) or Construction Health and Safety Technician (CHST).
Physical Requirements
- Ability to communicate effectively with colleagues and management.
- Capability to lift up to 50 lbs.
- Regular use of communication tools such as telephones and email.
- Frequent office work with occasional site visits.
Work Environment
This position involves both office and outdoor work on construction sites, with exposure to various environmental conditions.
