Senior Program ManagerKBR is in search of a Program Manager to oversee government contracts within the Washington Metropolitan Area. The Program Manager will deliver program management expertise and maintain professional business relationships to manage all aspects of the initiative. This role involves integrating and coordinating all activities necessary to fulfill the requirements of the effort, ensuring timeliness, thoroughness, and quality in problem identification, corrective action planning, and effective management of subcontractors, while also ensuring customer satisfaction and ethical conduct of contractor personnel.
Key Responsibilities:
- Oversee comprehensive project management, business administration, and financial reporting, ensuring all deliverables align with the Contract Deliverable Requirements List (CDRL).
- Execute assigned tasks by utilizing qualified personnel with the right mix of education, training, and experience; align personnel skills with project needs; and ensure compliance with contract requirements regarding labor categories, rates, and hours.
- Provide the staffing outlined in the Staffing Plan to guarantee efficient and effective work performance.
- Deliver accurate and timely schedule and performance data.
- Prepare and present monthly updates on program status and task performance to government leadership.
- Maintain traceability of all man-hours and reimbursable costs (travel, supplies/materials) and prepare a monthly Funds & Labor Hour Expenditure Report (FLHER).
- Offer flexible and responsive support in alignment with mission demands and evolving technological and technical requirements.
- Identify deficiencies within the Test and Evaluation (T&E) mission scope, capabilities, or skill sets and propose innovative solutions, including training opportunities, technology acquisition, or partnerships; provide analysis of alternatives for solutions, including costs and expected outcomes.
- Ensure timely processing of work requirements and tracking of ongoing tasks.
- Maintain accurate and timely schedule and performance information throughout the program's lifecycle.
- Establish and keep an electronic record of program information in government-specified formats during the contract period.
- Manage financial activities including contractor local procurement payments, review and approval of Material Requests, and analysis of monthly invoicing statements along with payment of monthly bills related to the contract.
- Attend government-directed meetings and provide insights and recommendations pertinent to each meeting and area of responsibility.
Minimum Qualifications:
- BS/BA with 10 to 12 years of experience; or MS/MA with 8 to 10 years; or PhD with 5 to 7 years of relevant experience.
- Possession of Project Management Professional (PMP) certification.
- Proven success in managing resources, staffing, and costs in support of government contracts.
- Demonstrated experience in accurately scoping tasks and providing reliable cost and resource estimates.
- Experience in developing and implementing successful staffing plans for diverse customer needs.
- Background in a Test & Evaluation (T&E) environment.
- Knowledge and experience within the Intelligence Community.
- Exceptional communication skills, with the ability to manage multiple projects simultaneously.
- Strong analytical and problem-solving capabilities.
Security Clearance Requirements: Active TS/SCI (with polygraph preferred)
