Vice President of Regional Operations

The Vice President of Regional Operations is tasked with overseeing the comprehensive management of a housing community portfolio. In this role, you will direct all operational phases, including personnel management, leasing, maintenance, financial oversight, administration, and risk management. As an offsite leader, you will supervise all property and staff aspects to ensure adherence to Asset's policies and procedures, safety regulations, fair housing guidelines, and liability considerations.

Key Responsibilities

Personnel Management
  • Utilize consistent methodologies and company directives to recruit, hire, train, mentor, and develop on-site personnel.
  • Ensure staff effectiveness through ongoing training, coaching, and guidance in alignment with Asset's training benchmarks.
  • Address performance issues effectively and consistently; document thoroughly, communicate with supervisors and HR, and take appropriate termination actions when necessary.
  • Prepare salary increase requests for Community Managers and assist other team members as needed; approve all site requests.
  • Ensure all counseling statements, performance evaluations, and salary requests are reviewed by the Regional & Senior Vice President and submitted to the Human Resources department.
  • Approve all timesheets, ensuring accuracy in reported hours, vacation, and sick leave.
  • Promote a harmonious work environment and high-quality job performance among staff through effective leadership.
  • Ensure staff compliance with company policies and procedures.
Financial Management
  • Maximize net operating income through effective cost control and revenue enhancement strategies; identify trends and recommend adjustments.
  • Develop annual operating budgets and forecasts.
  • Provide monthly evaluations of income and expense line items that significantly exceed budget expectations.
  • Offer suggestions for capital improvements for the future of the properties.
  • Oversee proposals and contracts for significant projects at properties and monitor work progress.
  • Ensure timely receipt and reconciliation of deposits, rent collections, and charges.
  • Monitor and approve the timely receipt, reconciliation, and coding of all vendor invoices.
  • Ensure timely property closeout and accuracy of ownership financial reports.
Strategic Leasing Management
  • Develop annual marketing plans and implement effective marketing strategies.
  • Provide marketing strategies to generate rentals or facilitate rent increases.
  • Ensure staff leasing techniques are effective in closing deals, following up, and maintaining accurate documentation and reporting systems.
  • Address resident complaints, concerns, and requests to ensure satisfaction.
  • Develop and implement resident retention initiatives (e.g., community events, special promotions, newsletters).
  • Effectively showcase, lease, and facilitate the move-in process for prospective residents.
Administrative & Maintenance Management
  • Ensure all administrative and leasing reports are accurate, complete, and submitted promptly.
  • Assist with emergency response for properties, ensuring proper handling of all emergencies in compliance with company guidelines.
  • Manage customer service excellence and monitor maintenance staff responsiveness to service requests.
  • Maintain property aesthetics and ensure timely completion of repairs through regular inspections.
  • Plan and utilize property resources, equipment, and supplies efficiently.
  • Direct and oversee maintenance, construction, and rehabilitation activities to ensure quality and efficiency.
Travel Requirements
  • This position requires travel, estimated at 25-50% of work time annually, for property visits, conferences, training sessions, or other business-related activities.
Education & Experience
  • Minimum of 3 years of experience as a Regional Manager.
  • Oversight of 3,000+ units.
  • Management of 3+ Regional Managers.
  • High School Diploma or equivalent; Bachelor's degree preferred or four years of experience in the housing industry; or one to two years of related experience and/or training; or a combination of education and experience.
  • Certified Apartment Manager (CAM) or Accredited Resident Manager (ARM) preferred.
  • Ability to understand and perform all on-site software functions; basic computer skills required.
  • Basic knowledge of Fair Housing Laws and OSHA requirements is essential.
