Job Title: Critical Infrastructure Subject Matter Expert III

QinetiQ US is seeking a highly skilled Critical Infrastructure Subject Matter Expert III to join our team. As a key member of our cybersecurity team, you will be responsible for building and executing engagement efforts on behalf of a federal government customer.

Job Summary

The Critical Infrastructure Subject Matter Expert III will work closely with our team to identify infrastructure assets and systems that could be impacted by cyber and physical threats and hazards during an incident. You will analyze dependencies and interdependencies between infrastructure assets and systems that could cause cascading consequences. Your expertise will be essential in developing analysis using qualitative heuristics, modeling and simulation results, and other analytic methods to characterize the direct and cascading impacts of disruptions to infrastructure assets and systems.

Responsibilities
  • Identify infrastructure assets and systems that could be impacted by cyber and physical threats and hazards during an incident.
  • Analyze dependencies and interdependencies between infrastructure assets and systems that could cause cascading consequences.
  • Develop analysis using qualitative heuristics, modeling and simulation results, and other analytic methods to characterize the direct and cascading impacts of disruptions to infrastructure assets and systems.
  • Identify and recommend potential mitigations that minimize impacts to Critical Infrastructure.
  • Develop decision support products providing insight to potential impacts of disruptions and interventions that can be made by or encouraged by the Federal government that could mitigate impacts to critical infrastructure.
  • Conduct in-depth research on emerging threats and vulnerabilities affecting critical infrastructure, including cyberattacks, physical attacks, natural disasters, and climate change.
  • Develop comprehensive risk assessments related to topics such as, but not limited to Electromagnetic Pulse, Position, Navigation, and Timing, and Space/Space Weather.
  • Provide written assessments of risk based on extensive research from various sources (e.g., government reports, industry publications, and open-source intelligence) and coordination which include recommendations for reducing risk and assessments on the likelihood that the recommendations will be adopted.
  • Identify trends and patterns in threats.
  • Provide evaluation on the likelihood and impact of potential threats on critical infrastructure systems using cost-benefit analysis principles and methodologies, and familiarity with risk assessment frameworks and methodologies used in critical infrastructure protection.
  • Maintain awareness of the latest advancements in technology, regulations, and threat landscapes to ensure ongoing effectiveness of risk management strategies.
  • Communicate complex technical information clearly and concisely to diverse audiences, both written and spoken.
  • Incorporate findings from risk analysis into the organization's existing risk registers, as appropriate.
  • Recommend practical mitigation strategies to address identified risks (e.g., cyber security measures, physical security enhancements, and disaster preparedness plans).
  • Evaluate the effectiveness of existing risk mitigation strategies for critical infrastructure, including cyber security measures, physical security enhancements, and disaster preparedness plans, identifying gaps and limitations in existing mitigation strategies and recommending research priorities to address them.
  • Assess the impact of mitigation strategies on risk reduction using quantitative analysis and modeling.
  • Collaborate with engineers, security experts, and policymakers to develop and implement risk management strategies for critical infrastructure.
  • Participate in tabletop exercises and simulations to test and refine mitigation strategies in realistic scenarios.
  • Develop and deliver briefing materials and presentations to stakeholders on the effectiveness of risk mitigation strategies.
  • Develop products that provide insight into why existing risk management efforts are ineffective or an assessment why the risk mitigation efforts have managed risk to an acceptable level.
  • Provide analytic support to execute the annual National Critical Infrastructure Prioritization Program (NCIPP) Data Call, produce the annual NCIPP prioritization analysis, and enhance and modernize the NCIPP program.
Requirements
  • MS in Engineering Sciences
  • Minimum 10 years of experience in an engineering field (systems, nuclear, biochemical, civil, or chemical), operations research, and/or advanced computing (to include AI)
  • Demonstrated knowledge of the engineered systems that are central to the 16 Critical Infrastructure sectors
  • TS/SCI
