POSITION SUMMARY:

We are seeking a skilled and experienced Senior Budget Analyst to contribute to our mission at Watermark. This role is essential for providing expert budget analysis and addressing complex challenges within our defense contracting framework.

KEY RESPONSIBILITIES:
  • Conduct thorough analysis and provide recommendations while monitoring program funding for Government Program Elements.
  • Establish strong relationships with stakeholders by understanding unique business processes.
  • Communicate effectively regarding DAF/DoD PPBE processes and financial management regulations.
  • Manage fund distribution requests and support budget formulation activities by estimating annual funding requirements.
  • Assist with PPBE process support, including meetings and reporting.
  • Prepare and support Congressional reporting and annual reports.
  • Draft, track, and analyze specialized and monthly reports.
  • Monitor commitments, obligations, expenditures, and provide recommendations to the Government Program Element Manager.
  • Investigate and resolve business process errors through detailed analysis.
  • Document procedures for complex issues and provide training as necessary.
  • Review policies and suggest improvements to enhance operational efficiency.
  • Apply knowledge of DoD budgeting and financial regulations effectively.
  • Oversee execution of annual and multi-year budgets for Air Force and DoD appropriations.
  • Maintain and reconcile financial and budget execution data.
  • Compile and summarize information for organizational use.
  • Make informed decisions regarding financial transactions and propose solutions to budget challenges.
  • Utilize automated systems and tools for budgeting tasks.
  • Perform additional duties as assigned.
EDUCATION:
  • Bachelor's degree in finance or business discipline, or seven (7) years of relevant experience.
EXPERIENCE:
  • Ten (10) years of experience in finance and accounting functions, including Budget Formulation and Execution.
  • Experience with federal financial/accounting systems, particularly in updating accounts and controls.
  • Two (2) years of experience in an SAP environment.
  • Demonstrated initiative and ability to work independently.
  • Proven track record in producing accurate financial reports.
  • Knowledge of budget-related laws and regulations, and experience interacting with DOD personnel.
  • Experience in analyzing business process errors and developing resolutions.
  • Strong analytical, communication, and interpersonal skills.
  • Proficiency in MS Office, particularly Excel and Word.
DESIRED QUALIFICATIONS:
  • Active Top-Secret clearance with SCI access.
  • Bachelor's degree in Accounting, Finance, or Business Administration.
  • Familiarity with Momentum Financials.
  • Expertise in advanced features of MS Office applications.
SECURITY CLEARANCE:
  • Top Secret clearance with SCI eligibility.
  • Recent SSBI conducted within the last six years.
OTHER REQUIREMENTS:
  • Ability to manage stress professionally and effectively.
  • Strong critical thinking and leadership skills.
  • Excellent verbal and written communication abilities.
The anticipated compensation range for this position is $123,000 - $174,000, influenced by various factors including education, experience, and relevant skills. Watermark is committed to the well-being of our employees, offering a comprehensive benefits package alongside competitive compensation.
