About the Job:

We are seeking a highly skilled Program Manager to lead our Navigation Systems programs. The selected candidate will be responsible for overseeing all phases of programs from inception through completion, ensuring cost, schedule, and technical performance.

The Program Manager will participate in the negotiation of contracts and contract changes, coordinate the preparation of proposals, and establish design concepts and engineering efforts for product research, development, and integration.

The ideal candidate will have a strong background in program management, with experience leading complex programs and proposals. They will also have a demonstrated understanding of FFP, CPFF, and T&M contract types, as well as familiarity with Earned Value Management Systems (EVMS) and program management concepts.

Responsibilities:

  • Oversee all phases of programs from inception through completion
  • Ensure cost, schedule, and technical performance
  • Participate in the negotiation of contracts and contract changes
  • Coordinate the preparation of proposals
  • Establish design concepts and engineering efforts for product research, development, and integration
  • Develop new business or expand the product line with the customer
  • Establish milestones and monitor adherence to master plans and schedules
  • Identify program problems and obtain solutions

Requirements:

  • Bachelor's Degree and 6+ years of experience supporting U.S. Government contracts and customers and/or project management in other industries
  • Experience leading the performance of tasks on schedule, at cost, and achieving all requirements as either project lead, integrated program team, or cost account manager
  • Demonstrated experience with leading complex programs and proposals
  • Demonstrated understanding of FFP, CPFF, and T&M contract types
  • Familiarity with Earned Value Management Systems (EVMS) and program management concepts
  • US Citizenship
  • Ability to obtain and maintain an Active Secret Clearance

Preferred Qualifications:

  • Experience with design and development of shipboard systems
  • Experience with naval or navigation systems and product development
  • Experience with development, production, and repair/sustainment programs and contracts
  • Experience in the management of Government Property/Material

Salary Range: $109,300 - $163,900
