Overview

Under the supervision of the Administrative Services Manager, you will be responsible for overseeing the formulation and administration of the District's financial plan while conducting associated management evaluations.

Key Responsibilities

  • Lead and coordinate the formulation, assessment, presentation, and oversight of the budget across the agency.
  • Track budgetary expenditures and revenues on an agency-wide scale; assess proposed financial outlays and pinpoint budgetary challenges.
  • Establish financial and budgetary policies to maximize the District's fiscal resources.
  • Develop and maintain a long-term financial projection that addresses both capital and operational requirements.
  • Oversee the creation of a comprehensive budget preparation and management framework.
  • Conduct performance evaluations and organizational assessments to improve operational effectiveness.
  • Supervise the development, presentation, and management of the General Administration budget.
  • Execute financial analyses and prepare reports for the Board of Commissioners and Executive leadership.
  • Delegate, oversee, and evaluate staff work to ensure adherence to established policies and procedures.

Additional Responsibilities

  • Act in place of the Administrative Services Officer when required.
  • Perform other assigned tasks as necessary.

Work Environment

This position is situated in a conventional office setting, utilizing standard office equipment, including computers.

Preferred Knowledge, Skills, and Abilities

  • In-depth understanding of public sector budgeting.
  • Extensive knowledge of public finance and administration.
  • Proficient in management analysis and advanced problem-solving techniques.
  • Effective communication skills and the ability to supervise various organizational units.

Minimum Qualifications

A Bachelor's degree in business or public administration is required, along with eight years of experience in budget and management analysis, which includes three years in a supervisory capacity and three years within the public sector.

Substitution Policy

Graduate studies in relevant fields may substitute for non-specialized experience.

Promotional Criteria

  • One year of service with the District as a Supervising Budget and Management Analyst.
  • Civil service status as a Supervising Budget and Management Analyst.
