International Staff Consulting is seeking a dedicated Program Security Management Officer (PSMO) to oversee various initiatives from our operational headquarters. The ideal candidate will collaborate with security leadership, project managers, team members, and client security representatives to ensure adherence to U.S. Government standards, regulations, and corporate policies.

Key Responsibilities:

  • Facilitate the creation and endorsement of Program Protection (P2), Operational Security (OPSEC), security testing, and logistics plans.
  • Engage in program discussions, staff meetings, and teleconferences as a supportive participant.
  • Conduct internal audits and assist with evaluations and security assessments from clients.
  • Design and deliver initial and ongoing security briefings and debriefings, including travel security sessions as necessary.
  • Establish and maintain program Standard Operating Procedures (SOP).
  • Ensure compliance with relevant laws and national security policies, including NISPOM and DoD SAP Security Manuals.
  • Oversee the proper marking and control of classified materials in line with contractual obligations.
  • Interpret and apply security classification directives.
  • Investigate security breaches and incidents, providing corrective action recommendations to management.
  • Maintain records for classified materials, including inventory, receipts, and final disposition documentation.
  • Manage personnel security documentation for SAP/SCI programs utilizing systems like SIMS, JPAS, and Scattered Castles.
  • Administer all security aspects for assigned projects.
  • Coordinate program security administrative functions and responsibilities.
  • Determine initial access eligibility and process necessary nominations.
  • Execute additional duties as required.
  • Handle incoming and outgoing classified visit certifications.
  • Provide specialized security support to project teams, ensuring close collaboration with Program Managers.
  • Review operational requirements and system specifications to guarantee security needs are integrated into processes.
Qualifications:
  • Ability to exercise sound judgment while adhering to policies and applicable laws.
  • Capability to interpret policies and develop security strategies and procedures.
  • Proficient in managing complex communication scenarios.
  • Experience in performing COMSEC duties, including inventories and training.
  • Skilled in preparing reports and documents using various office software.
  • Willingness to travel for business purposes.
  • Possession of an active Top Secret clearance with SAP/SCI eligibility.
  • Completion of IAEC 2112 (NSA COMSEC Managers Course) or willingness to complete within six months of assignment.
  • Strong oral and written communication skills.
  • Familiarity with COMSEC devices and their operational requirements.
  • Experience in managing classified programs and understanding U.S. Government security standards.
  • Knowledge of contractor operations and security requirements across various domains.
  • Understanding of the preparation and maintenance of DD254s.
  • Working knowledge of NISPOM and related security manuals.
