The City of Gilroy is strategically located in the southern part of Santa Clara County, a vibrant city with a population nearing 60,000. The economy is robust, featuring sectors such as food processing, wine production, and retail.
Gilroy boasts a diverse economic landscape that includes non-agricultural commercial and industrial activities like light manufacturing, wholesale operations, and large retail centers. The renowned Silicon Valley, a hub of innovation and technology, is just a short drive to the north.
THE DIVISION
The Engineering Division, part of the Public Works Department, is tasked with maintaining engineering standards, permitting, design, and enhancements within city rights-of-way, which encompass city streets, traffic systems, curbs, gutters, sidewalks, landscaping, and wastewater management.
This division also develops Master Plans, conducts Impact Fee Nexus studies, and implements the Capital Improvement Program (CIP).
THE POSITION
Under the general guidance of the Public Works Director, this role involves planning and supervising the Engineering Division's activities. Responsibilities include overseeing traffic engineering efforts, conducting transportation planning studies, and preparing traffic control plans. The position also entails managing development reviews, improvement plans, and final map processes, including the preparation of property and subdivision improvement agreements. Coordination with other divisions, departments, and external agencies is essential, along with providing complex technical and administrative support to the Public Works Director.
This is a mid-management, exempt position with direct supervisory responsibilities for the Engineering Division and its personnel. The incumbent may act on behalf of the Public Works Director as needed.
THE IDEAL CANDIDATE
The ideal candidate for the City Engineer/Transportation Engineer role will be a forward-thinking and innovative leader with outstanding management, interpersonal, and communication skills. This individual must be adept at leading in a dynamic environment.
Extensive experience in managing CIP projects, overseeing land development, and utilizing advanced technology is essential. The candidate should have a passion for managing complex and engaging projects while thriving in a fast-paced setting.
Moreover, the candidate will work closely with the director to engage division employees in embracing the division's goals and achieving successful outcomes.
As the City Engineer/Transportation Engineer, you will possess a deep understanding of current trends and best practices in transportation and municipal engineering. Engaging with the community, presenting at various meetings, and fostering relationships with neighboring agencies will be crucial as the City of Gilroy continues to grow.
Key responsibilities include:
- Designing and constructing high-quality, sustainable city infrastructure.
- Ensuring quality maintenance operations that support community health and safety.
- Representing the City of Gilroy on Valley Transportation Authority subcommittees.
- Utilizing cutting-edge technology, including the Land Use Management System (LMS) - EnerGov.
- Communicating effectively with media, citizens, and community groups.
- Overseeing the development and administration of the Engineering Division budget.
- Managing engineering activities and operations within the division.
- Creating and executing strategic goals and policy recommendations.
- Consulting with developers and project engineers to ensure compliance with engineering standards and regulations.
MINIMUM QUALIFICATIONS
A Bachelor's degree in Civil Engineering, Traffic Engineering, Transportation Planning, or a related field from an accredited institution is required. Candidates should have five (5) years of progressively responsible experience in public sector civil engineering, including three (3) years in a supervisory role overseeing engineering personnel. A valid registration as a Professional Civil Engineer in California is mandatory, while a Land Surveyor License is preferred but not required.
