We are seeking a highly skilled and experienced Deputy Commissioner for Technology to join our team at StateJobsNY. The successful candidate will be responsible for assisting the Executive Deputy Chief Information Officer (EDCIO) in serving the needs of client agencies through collaboration with agency Commissioners and their Deputies to ensure that IT activities align with their agendas and needs.
Key Responsibilities- Assist the EDCIO in planning, developing, delivering, and operating IT services and initiatives consistent with the New York State IT Strategic Plan.
- Participate in Governance Board and provide recommendations to the Board's activities relative to IT investment decisions, budget planning, and project portfolio management.
- Review the framework for all new projects, including budgets, staff resources, hardware, and software needs.
- Ensure that business needs of customers are considered throughout the project lifecycle.
- Develop and implement communication plans that include customers, IT staff, enterprise executive staff, and other CIOs.
- Take the lead in operational escalation to ensure services delivered meet customer expectations.
- Ensure client agencies' IT needs are met within budget and technical requirements.
- Collaborate with agency Commissioners and agency program directors to align IT investments, services, and projects with agency business needs and priorities.
- Participate in client agency IT strategic planning and setting priorities for significant agency technology projects.
- Participate in the development and regular updating of a Statewide IT Strategic Plan and ensuring agency-level plans align with the enterprise New York State IT Strategic Plan.
- Meet regularly with agency Commissioners or other leaders to ensure communication regarding ITS initiatives that impact the agencies is proactive and informed.
- In close consultation with ITS Executive Staff, relay and provide input in the development of strategies, goals, and plans for enterprise technology initiatives required to support agency business needs.
- Collaborate and coordinate with ITS Executive Staff regarding the standardization of data elements, database management, security needs, network operations, and software development to provide enterprise-wide solutions that meet agency business needs.
- Assist the EDCIO in working with executives, program directors, and IT staff to identify opportunities for sharing IT services across agencies.
- Identify programmatic commonalities and synergies among agencies and develop common technology solutions to leverage opportunities for increased operational efficiency and more effective constituent service across agencies.
- Collaborate with peers to evaluate technology standards and efficient delivery of technology services throughout ITS, consistent with industry best practices and enterprise technology standards.
- Oversee all project deliverables, resolve issues as needed, and advise executive staff in business units and ITS of issues/problems that may impact outcomes.
- Eight (8) years of experience in developing, leading, and managing critical technology projects.
- An associate degree may substitute for two (2) years of experience.
- A bachelor's degree may substitute for four (4) years of experience.
- A master's degree may substitute for five (5) years of experience.
- Five years of progressive experience in technology leadership.
- Two or more years of senior leadership experience in leading cross-functional teams.
- Excellent interpersonal skills, able to work across business lines at senior levels to influence and effect change to achieve common goals.
- Outstanding analytical and problem-solving abilities with an understanding of statistical analytics and how data is used to enable informed decision making, identify opportunities for better business outcomes.
- Excellent oral and written communication skills, including the ability to explain digital concepts and technologies to business leaders, as well as business concepts to technologists.
- Proven record of effective leadership, including the ability to balance team and individual responsibilities, building teams and consensus, getting things done through others not directly under their supervision, working ethically and with integrity.
Fingerprinting and background check are required for employment with ITS.
Salary commensurate with experience.
