Job Summary

The Public Defender Service for the District of Columbia (PDSDC) is seeking a highly skilled Contracting Officer to join our team. As a Contracting Officer, you will serve as the acquisition management expert and plan the overall acquisition program, including the preparation of annual plans and the scheduling of individual procurement actions and priorities to meet program objectives within established policies.

Key Responsibilities
  • Plan and conduct post-award conferences to assure understanding of contractual requirements.
  • Establish contractor work schedules and track progress.
  • Develop and maintain systems to evaluate performance related to delivery and cost.
  • Investigate problems, disputes, or other violations, make final decisions and determinations and findings for legal review.
  • Manage the government purchase card (GPC) program for micropurchase actions and manage simplified acquisition procedures.
  • Prepare a delivery order, or orders orally or by written telecommunication for orders against an established contract.
  • Evaluate supplier (vendor) responsibility.
  • Review quotes for price reasonableness, and determine if the requirements for competition have been met.
  • Develop, implement and maintain a Contracting Officer's Representative (COR) certification and training program.
  • Leverages automated data management tools such as electronic spreadsheets and databases to track the creation and issuance of important documents.
  • Actively communicates with the Chief Financial Officer on the full range of contracting operations - from matters of strategic importance to the accomplishment of daily tasks.
  • Implements contracting policies and procedures that ensure the provision of quality customer service to PDS internal stakeholders.
  • Provides procurement information, analysis, and assistance as needed to other branches within the Office of Budget and Finance in their effort to actively manage financial operations.
  • Assists managers of the legal divisions with requirements identification, definition/clarification, and tracking.
  • Assists division managers with contracting matters in preparation for milestone events such as the midyear program management reviews (PMRs) and end of fiscal year close.
Requirements
  • At least 4 years' experience in contracting or related positions.
  • At least 1 year of specialized experience, which must have been professional experience at a level of difficulty comparable to the next lowest grade level.

Desired Qualifications
  • Specific knowledge of the Oracle Federal Financial system is preferred, but not required.
  • Federal Acquisition Certification in Contracting (FAC-C) (Professional) or FAC-C Level III legacy certification is preferred, but not required.
  • Specific knowledge of data visualization tools (e.g., Tableau) and techniques is preferred, but not required.
Education

A 4-year course of study leading to a bachelor's degree, that included or was supplemented by at least 24 semester hours in any combination of the following fields: accounting, business, finance, law, contracts, purchasing, economics, industrial management, marketing, quantitative methods, public administration, or organization and management.
