This role is situated within the Risk Management Division of the Finance Department. The objective of the Risk Management team is to ensure a secure environment for both employees and the public. Our mission is to mitigate financial losses and reduce the incidence and severity of injuries among employees and residents. Candidates will be responsible for evaluating and processing property and casualty claims, managing self-insured fiscal responsibilities, and implementing strategies for loss prevention and control. Key responsibilities include contributing to risk management goals, enhancing claim filing processes, collecting data, performing analytics, and making liability determinations. Incumbents are expected to deliver professional, mid-level expertise in auto and general liability claims, encompassing property damage, bodily injury, subrogation, and the interpretation and application of insurance policies and standards. Previous experience in municipal insurance program management is advantageous but not mandatory.
Key Responsibilities
- Investigate, analyze, and determine liability for incidents involving property damage and bodily injury.
- Supervise the City's third-party administrator and assigned liability claims adjusters.
- Establish and implement claim reporting and processing protocols.
- Maintain documentation of claim activities, set accurate reserves, and manage claim payments using designated risk information management software.
- Identify subrogation opportunities and initiate necessary actions, including preparing demand packages and ensuring follow-up until claim closure.
- Collaborate with the Risk Manager and the City Attorney's Office to manage claim litigation and participate in settlement discussions.
- Provide analytical reports to the Risk Manager regarding claim trends, expenses, and subrogation collections.
- Engage in accident review boards.
- Deliver training to City staff on effective claim reporting procedures and general risk management practices.
- Assist the Risk Manager and team members with special projects and other tasks as required.
- Bachelor's degree in business, public administration, or a related field.
- Two years of professional experience in a relevant area.
- NC Adjuster License or willingness to obtain within one year of employment.
- Experience with governmental immunity applications.
- Familiarity with litigation management.
- Advanced proficiency in MS Office applications, especially Excel.
- Experience in providing in-person training.
- AIC or other insurance designations.
- 11-12 paid holidays annually.
