Job Overview

The Air Force Operational Test and Evaluation Center (AFOTEC) is seeking a dedicated Cybersecurity Project Manager to provide essential Advisory and Assistance Services (A&AS) in the realm of cybersecurity analysis and project management.

Key Responsibilities:

  • Oversee the planning, organization, and execution of IT solutions that support the operational testing of various Fighter Aircraft Platforms (4th, 5th, and NexGen) and their associated systems.
  • Manage the development of Operational Test Documentation and conduct Mission Based Cyber Risk Assessments (MBCRA) and Mission Based Risk Assessment Processes for Cyber (MRAP-C).
  • Deliver project management support, including the creation of test plans and reports, ensuring high-quality technical documentation.
  • Maintain Integrated Master Schedules for the Cyber Division, tracking tasks related to Development Test (DT) and Operational Test (OT) Events.
  • Coordinate Cyber Support Team activities concerning Network Tech-Refresh/Upgrades and Equipment Installations.
  • Develop comprehensive Cost, Schedule, and Performance plans to ensure project alignment with stakeholder objectives.
  • Conduct requirements gathering and documentation, prioritizing changes and maintaining traceability throughout the project lifecycle.
  • Facilitate collaboration with higher headquarters and supporting agencies to enhance capability development and integration.
  • Engage with HQ and participate in IT requirements working groups to validate project viability and secure necessary approvals.
  • Establish and implement a record management plan for operational testing or capability development.
  • Support test team analysis based on mission data as required.
  • Provide Subject Matter Expert (SME) input to enhance process improvement and ensure compliance with established program requirements.

Qualifications:

  • U.S. Citizenship is required due to the sensitive nature of customer-related requirements.
  • Possession of an Active Top Secret/SCI Security Clearance.
  • A Bachelor’s degree in Business Administration, Communications, Computer Science, or a related field, along with 12 years of relevant experience, or a Master’s degree with 10 years of experience.
  • Project Management Professional (PMP) and/or Certified Associate in Project Management (CAPM) Certification is preferred.
  • A minimum of 5 years of project management experience.
  • Experience in Development or Operational Test and Evaluation, military aircraft systems, network system operations, and advanced cybersecurity certifications (CISSP, OSCP, SEC+) is desirable.
  • Proven experience in IT project management supporting Collateral, Special Access Program (SAP), and Sensitive Compartmented Information (SCI) requirements.
  • Ability to work effectively in a team environment, collaborating to achieve program and project goals.
  • Knowledge of Cybersecurity, Information Assurance, Risk Management Frameworks, and Information System Security Management processes is preferred.
  • Experience with Model Based Systems Engineering (MBSE) Methodologies, IT acquisitions, and project management tools such as Microsoft Project is advantageous.
  • A strong background in cybersecurity, including experience with Mission Based Cyber Risk Assessment (MBCRA) methodologies, Cyber Vulnerability Identification (CVI), and incident response is highly valued.
