The City of O'Fallon, MO is in search of a proficient and seasoned Communications Manager to direct the functions of our 24-hour online and cable television station, as well as spearhead video production initiatives. This pivotal leadership position assists the Director of Communications in orchestrating the comprehensive communications strategy of the City, ensuring that all media and public relations activities are in harmony with the City's mission, vision, and values. The Communications Manager will also serve as the Acting Director of Communications when required.

Key Responsibilities:
  • Media Production Oversight: Manage all facets of media production, encompassing live event coverage, studio and remote production, editing, graphics development, program distribution, scheduling, and playback.
  • Leadership: Guide and supervise a team of media professionals, ensuring high-quality production and effective coverage of City meetings and special events.
  • Collaboration: Partner with City departments, external organizations, and staff to create programs and materials that advance the City's objectives.
  • Acting Director Duties: Take on the responsibilities of the Director of Communications in their absence, ensuring seamless departmental operations and communication efforts.
  • Public Information Officer Support: Act as the backup public information officer, handling media inquiries and crisis communication as necessary.
  • Assistance to Communications Director: Support key projects such as newsletters, advertisements, website updates, social media content, and the preparation of speeches and presentations for senior leadership and elected officials.
  • Budget Contributions: Aid in the formulation and management of the department's budget.
  • Technical Oversight: Supervise the research, procurement, installation, and maintenance of all communications-related equipment and provide technical assistance to other departments.
Qualifications:
  • Education: Bachelor's degree in Communications, Public Relations, Media Production, or a related discipline.
  • Experience: A minimum of five (5) years in communications or media production, with at least two (2) years in a supervisory capacity preferred, or an equivalent combination of education and experience.
  • Skills:
    • Proficiency in live, studio, and remote media production and post-production techniques.
    • Solid understanding of public relations principles, including crisis communication.
    • Excellent computer skills, including expertise in relevant software applications.
    • Strong leadership and project management capabilities.
    • Outstanding written and verbal communication skills, with experience in drafting and editing scripts, news articles, speeches, and reports.
