Job Overview

HOUSING ASSISTANT POSITION:
Under the supervision of the Housing Manager, the Housing Assistant plays a crucial role in assessing the initial and ongoing eligibility of applicants and participants within the Housing Choice Voucher (HCV) Programs. This position involves executing the Authority's Housing Choice Voucher program in compliance with HUD, federal, local, and other relevant regulations, policies, and procedures. The Housing Assistant is tasked with a diverse range of technical and administrative responsibilities, ensuring adherence to established protocols. This role also includes providing guidance and support to applicants, participants, and the public regarding the Authority's policies and procedures. Additionally, the Housing Assistant may offer leadership to clerical staff and temporary support personnel, while also engaging in special projects aimed at enhancing HCV program services.

KEY RESPONSIBILITIES:

The following duties are integral to the role:

Eligibility Assessment and Recertification

  • Establish and nurture effective professional relationships with clients, colleagues, and the public from diverse cultural and socio-economic backgrounds.
  • Conduct interviews with participants or applicants for housing assistance, aiding them in completing necessary applications, certifications, and declarations. Schedule and facilitate in-person interviews for eligibility determination and recertification.
  • Gather and assess relevant information regarding income, financial resources, and obligations from applicants and participants.
  • Collect and review recertification, interim, transfer, and reasonable accommodation documentation.
  • Evaluate, verify, and compute information and rent for recertification, interim changes, and new move-ins.
  • Clarify client responsibilities to all prospective and current clients as well as landlords.
  • Ensure appropriate verification methods and processing practices are employed for each re-examination in accordance with HUD and Authority policies.
  • Calculate housing allowances to determine rent levels based on HUD regulations.
  • Explain rent calculations to clients and prepare necessary notices of rent adjustments in compliance with HUD regulations.
  • Respond to inquiries regarding policies and practices related to the application and recertification processes in a courteous and professional manner.
  • Ensure timely receipt of all pertinent information regarding income and financial obligations from applicants and recipients to complete the eligibility process.
  • Assess known eligibility factors against established criteria to determine eligibility.
  • Review application documentation for completeness and consistency, including required signatures.
  • Discuss discrepancies or omissions with clients and establish timelines for providing necessary information.
  • Obtain background information from previous landlords and relevant agencies.
  • Coordinate background checks for applicants/participants to assess eligibility.
  • Interpret lease agreements to ensure mutual understanding among voucher holders, landlords, and the Housing Authority.
  • Conduct eligibility validation studies to determine the continuation, modification, or termination of housing voucher assistance.
  • Prepare summaries and reports based on information gathered during client visits.
  • Refer clients in need of additional services, such as food assistance or social services, to appropriate community agencies.
  • Maintain accurate and timely client records and perform periodic reviews to ensure ongoing eligibility.
  • Prepare various forms and documents required by Federal, State, and County governments and respond to correspondence related to housing programs.

General Responsibilities

  • Adhere to Authority and regulatory standards regarding the ethical and responsible use of materials and resources.
  • Review client non-compliance issues with management to ensure clients have opportunities to address concerns.
  • Process and maintain files and correspondence related to the housing choice voucher process accurately and promptly.
  • Assist in the orientation of new Housing Assistants and support staff.
  • Help document and investigate complaints from voucher holders, scheduling discussions to find resolutions.
  • Ensure confidentiality and security of sensitive materials.
  • Perform other job-related duties as assigned, including covering for absences or balancing workloads.
  • Maintain punctuality and attendance according to agreed work hours.
  • Process payments resulting from overpayment agreements with landlords and program participants.
  • Deliver and collect mail as necessary.
  • Maintain proficiency in office equipment and software relevant to job functions, including Microsoft Office Suite.
