Overview

This position is situated within the Veterans Health Administration (VHA) Office of Finance's Payment Operations (PO). The VHA Chief Financial Officer (CFO) relies on this office as a vital financial consultant to the Under Secretary for Health (USH).

Position Details

The selected candidate will function as a Management and Program Analyst under the Office of Systems Management. This role encompasses a variety of program oversight responsibilities, including the analysis of data to formulate effective recommendations for new or improved system and process logic, or modifications to existing objectives aimed at enhancing program efficiency and effectiveness.

The incumbent will engage in tasks related to the initial development, modernization, and supervision of nationwide claims adjudication systems, system control processes, and associated systems. A thorough understanding of relevant statutes, regulations, policies, and procedures is essential for this role. The analyst will evaluate new or revised legislation to ascertain system requirements and propose innovative organizational solutions necessary for compliance.

Additionally, the incumbent will assist the supervisor in ensuring the team's work assignments are executed effectively by performing a range of duties such as:
  • Developing and managing assigned project plans
  • Reporting project progress to the program manager
  • Defining and prioritizing system development requirements
  • Collaborating with the manager on arising issues
  • Identifying key project stakeholders and facilitating organization
  • Instructing project team members in specific tasks and methodologies
  • Providing on-the-job training to new project team members in accordance with established protocols
  • Identifying training and communication needs.


Work Schedule: Monday through Friday, details to be determined upon selection.

Compressed/Flexible Schedule: Available - details to be determined upon successful completion of orientation.

Telework: Available after successful completion of a 90-day on-site orientation.

Remote Work: This is not a remote position.

Virtual Work: The employee may work at a VA facility or other VA-leased space authorized for telework up to 50%, after successful completion of a 90-day on-site orientation.

Requirements

  • U.S. Citizenship is required to apply for this position.

Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement.

Time-In-Grade Requirement: Current Federal employees must meet time-in-grade requirements by the closing date of this announcement. For a GS-12 position, you must have served 52 weeks at the GS-11 level.

Specialized Experience: One year of specialized experience equivalent to at least the next lower grade GS-11 in the normal line of progression for the occupation in the organization is required. Examples of specialized experience include:
  • Collaborating with individuals within and across organizations to plan, schedule, and ensure execution of program activities.
  • Promptly identifying and managing issues and problems to resolution.
  • Maintaining comprehensive knowledge of relevant statutes, regulations, policies, and procedures.
  • Effectively participating in team assignments and projects.
  • Utilizing effective communication methods tailored to specific audiences.


Physical Requirements: The work is primarily sedentary in nature, although some walking, standing, bending, reaching, or carrying light items may be required.
