PRIMARY RESPONSIBILITIES

*Collaborates with families through In-Home Services cases to create and execute individualized psychosocial case plans that incorporate various social work theories and intervention strategies aimed at enhancing child safety, minimizing the risk of abuse or neglect, and reinforcing the family's strengths to meet their needs and maintain family unity.

*Assists families in obtaining resources and services that mitigate risks and enhance protective capacities by delivering services and conducting assessments from a strengths-based, trauma-informed, culturally sensitive, and family-centered viewpoint that takes into account the cognitive, emotional, and behavioral dynamics of children and their families.

*Provides clinical case management to children and families, employing family-systems treatment models to fortify families and avert foster care through continuous assessment, planning, intervention, collaboration, and evaluation.

*Implements best practices in family engagement and family finding to identify and connect children and families with their natural support systems to bolster child safety, well-being, and permanency. Actively involves the natural support network and community partners in ongoing case planning to achieve family objectives.

*Engages in multi-disciplinary and interagency teams delivering services to clients; collaborates with community partners such as educational institutions, legal services, regional support organizations, and local therapeutic providers, coordinating services with these partners through home visits, school visits, and team meetings.

*Employs critical thinking in casework decision-making and adheres to laws, policies, and regulations; plans, oversees, and participates directly in court interventions to safeguard children and fulfill goals of safety, permanency, and well-being for children.

*Interprets and complies with necessary federal, state, and local laws, policies, regulations, planning, and reporting requirements, including maintaining comprehensive case records with all required documentation, informing clients of their rights and responsibilities related to In-Home Services, and demonstrating fiscal responsibility while adhering to funding authorization and payment requirements for services for children and their families.

*Provides after-hours and weekend coverage on a rotating on-call basis for emergencies involving child abuse or neglect and for situations necessitating immediate attention regarding children in the legal custody of the Department of Social Services.

*Performs additional duties as assigned.

REQUIRED KNOWLEDGE, SKILLS, AND ABILITIES

Proficient understanding of:

Social work principles and methodologies; Current social, economic, and health issues; Social institutions and community resources; Helping process methodologies; Individual and group dynamics; Child and adolescent development, family structures and dynamics, the effects of physical and mental conditions on families; Crisis intervention techniques; The effects of trauma, systemic discrimination, and the intergenerational transmission of disadvantage on children and families, along with effective intervention strategies to promote healing and transformation.

Skills in:

Critical thinking; Crisis intervention and de-escalation; Decision-making and independent judgment; Proficient use of personal computers and associated software.

Ability to:

Identify social issues and client strengths and needs, assessing the capacity of individuals and families to utilize services in problem-solving; Build rapport with clients from diverse backgrounds; Recognize and respect the rights, responsibilities, and differences of others; Work effectively with individuals and families to help them achieve success; Plan and organize work efficiently; Understand and interpret laws, policies, and regulations; Communicate and establish effective working relationships with clients, colleagues, other professionals, social agencies, and the general public; Operate a motor vehicle; Prepare reports and maintain accurate records.

EDUCATION AND EXPERIENCE

A minimum of a bachelor's degree in a Human Services field or a bachelor's degree in any discipline with at least two years of relevant experience in a Human Services context (Section 22VAC of the Administrative Code of Virginia). Experience in the designated program area and completion of required training programs or an equivalent combination of training and experience that provides the necessary knowledge, skills, and abilities is preferred. Possession of a BSW degree, MSW, or related master's degree and/or a Commonwealth of Virginia Social Work license are preferred.

SPECIAL REQUIREMENTS: Employees in this role are required to drive and must meet the eligibility criteria of the County's safe driver policy. Employees must be willing to travel occasionally overnight and may be required to assist in managing emergency shelters for the public. Must be willing to work beyond standard working hours and be on call. Candidates may be subject to criminal history and central registry background checks.

WORK ENVIRONMENT AND CONTACTS

Provides services to the public, often in home environments, including remote rural areas.

Involves office-based work for documentation and data entry purposes.

Frequent interactions with clients and their families; coordination with professionals and representatives from other public and private agencies (e.g., schools, courts, clinics, etc.) is required.

Involves frequent driving, walking, and standing.

Involves some telework for participation in virtual meetings, and much of the office-based administrative work can be conducted remotely.

Provides after-hours and weekend coverage on a rotating on-call basis for emergencies involving child abuse or neglect and for situations requiring immediate attention regarding children in the legal custody of the Department of Social Services.
