POSITION SUMMARY:
The Water Quality Operations Manager is responsible for overseeing and coordinating all aspects of construction, maintenance, procurement, and water quality management within the water distribution and sewer collection systems. This role involves direct supervision of the Purchasing Officer, Distribution System Supervisor, Collection System Supervisor, and Cross Connection/Distribution Technician.
KEY RESPONSIBILITIES:
- Project Management: Plan and oversee the construction of new water and wastewater service lines (20% of time).
- System Oversight: Ensure the continuous operation and maintenance of water and wastewater systems (20% of time).
- Inspection and Scheduling: Conduct inspections to determine service requirements, prioritize tasks, and assign personnel accordingly (20% of time).
- Record Keeping: Maintain accurate records, generate reports, and develop maintenance schedules (15% of time).
- Collaboration: Engage with external engineering firms to address and resolve system issues (3% of time).
- Training: Evaluate and ensure that team members are trained in safety and operational procedures (15% of time).
- Emergency Response: Respond to emergency situations as needed (3% of time).
- Additional Duties: Perform related tasks and other responsibilities as assigned (4% of time).
KNOWLEDGE, SKILLS, AND ABILITIES:
- Familiarity with materials and equipment used in water and wastewater systems.
- Understanding of equipment maintenance, scheduling, and inventory management.
- Awareness of occupational hazards and necessary safety precautions.
- Proficiency in the installation and maintenance of water meters and fire hydrants.
- Knowledge of the local geography.
- Understanding of supervisory practices and principles.
- Ability to plan, organize, and supervise the work of others.
- Competence in public presentations and professional communication.
- Ability to read and interpret blueprints.
- Capability to estimate project requirements including manpower and materials.
- Proficient in record-keeping and report generation.
- Strong interpersonal skills to maintain effective working relationships.
- Proficiency in Microsoft Office and GIS software.
MINIMUM QUALIFICATIONS:
- Bachelor's degree in construction management, civil engineering, or a related field, or equivalent experience.
- Minimum of five years of relevant experience in utility construction and/or maintenance, preferably in water or wastewater sectors.
- Possession of a Tennessee Water Distribution Grade II or Collection System Grade II Certificate, or the ability to obtain within two years of employment.
- Valid Tennessee driver's license required.
PREFERRED QUALIFICATIONS:
- Prior supervisory experience in a related field.
WORKING CONDITIONS:
Physical: The role involves both office and fieldwork, requiring frequent walking and climbing. On-call duties may be required during off-hours.
Environmental: Exposure to various weather conditions, noise, moving traffic, open ditches, and pressurized mains during field operations.
