Sourcing Compliance Manager

As a key member of the Rolls-Royce team, you will lead the development and deployment of functional improvement initiatives to increase the efficiency and effectiveness of the purchasing function. Your responsibilities will include leading and embedding global and local major transformation projects, process and application development, data integrity improvements & deployment, and managing compliance within your teams. You will provide support for the professionalism of Purchasing team members in your area through effective resource management, including capability development and load & capacity planning.

Key Accountabilities:

  • Governance (or oversight) of the Purchasing System as defined in the Defence Federal Acquisition Supplement (DFAR) section Contractor Business Systems and Contractor Purchasing System Administration.
  • Processes and Procedures: Lead the development and deployment of global purchasing processes, ensuring they are fully integrated into the company's operating system (s). You will be responsible for ensuring strategic procurement and supplier management team(s) are fully trained, capable, and compliant to all functional processes. Where designated, you will support relevant process councils and audit activities.
  • Purchasing Systems: Define the strategy and detailed requirements for improvements to purchasing systems. Lead global and local teams to implement new systems and improvements to existing systems. Embed and audit the data integrity of Purchasing systems within your area, as well as providing assistance to the associated support network(s).
  • Support Networks: Train, coach, and support a network of process and system super users in Purchasing processes, including compliance, improvement, and management of data integrity. Act as a point of escalation for purchasing support incidents.
  • Change Management: Where designated, lead the development & deployment of major functional change management projects within your business area. Nurture effective global relationships with multiple stakeholders, both internal and external to the function, to integrate functional priorities.
  • Communication: Lead and coordinate communication plans required to successfully implement functional improvement projects. Support the communication and execution of the functional vision, strategy, and policies.
  • Program management: Provide structure and governance to ensure the effective deployment of projects. Utilize program management methodologies to ensure projects are delivered on time, budget, and to customer requirements. Develop comprehensive workable issue solutions in complex situations.
Basic Requirements:
  • Expertise in Supply Chain or US Government contracting with a broad understanding of FAR, DFARs, and Purchasing Processes.
  • Associate's degree with 7+ years of experience in Supply Chain, OR
  • Bachelor's degree with 5+ years of experience in Supply Chain, OR
  • Master's degree with 3+ years of experience in Supply Chain, OR
  • JD/PhD
  • In lieu of degree, 9+ years of experience in Supply Chain
  • To be considered for this role, you must be a US citizen
Preferred Qualifications:
  • Experience in the Aerospace & Defence Industry and US Government Contracts
  • Knowledge of Contractors' Purchasing Systems Reviews (Subpart 44.3)
  • Knowledge of the DoD Cybersecurity Maturity Model Certification (CMMC) requirements and NIST SP
  • Experience with Microsoft Office Suite
  • Experience with SAP
  • Experience with project management
