Job Overview:

The Senior Management Analyst plays a crucial role within the Mental Health Programs Planning and Policy (MHPPP) Unit, engaging in sophisticated organizational and policy evaluations while exercising considerable independence and discretion.

Reporting directly to the MHPPP Director, this position is responsible for overseeing, strategizing, and directing the organizational assessment of Texas's public mental health framework, ensuring that programs and transformation initiatives meet their goals, including enhancing performance.

This role is also integral to the development of change management strategies and is key in improving the efficiency and effectiveness of public mental health initiatives throughout Texas.

Key responsibilities include conducting organizational assessments and evaluations, scrutinizing systems and procedures, streamlining workflows, and supervising the creation of operational manuals.

The Senior Management Analyst monitors performance metrics, collaborates with program specialists to extract actionable insights, and aids MHPPP program specialists in refining programs through performance enhancement strategies.

Additionally, this position oversees the unit's program specialists who focus on performance, accountability, planning, utilization management, and the implementation of the Texas Resiliency and Recovery framework.

This role is vital in ensuring that mental health services are innovative, responsive, and aligned with the functions of Local Mental Health Authorities (LMHAs) and Local Behavioral Health Authorities (LBHAs), as well as the needs of communities across Texas.


Key Responsibilities:
Manages a team dedicated to evaluating the performance of LMHAs and LBHAs:

  • Supervises a team that gathers and analyzes data concerning workload, operational practices, staff utilization, organizational structure, and space usage of LMHAs and LBHAs.

Utilizes HHSC reporting and data resources:

  • Guides the unit in utilizing data from the HHSC reporting system and data resources to perform comprehensive analyses of LMHA and LBHA operations.

Monitors and assesses LMHA/LBHA effectiveness:

  • Directs the unit in evaluating the effectiveness, efficiency, and compliance with established guidelines within LMHAs and LBHAs.
Provides leadership on LMHA/LBHA enhancement and quality assurance initiatives:

  • Collaborates with both internal and external stakeholders, including LMHAs and LBHAs, to initiate studies, prioritize needs, and define the scope of enhancement and quality assurance projects.
  • Leads the unit in formulating improvement recommendations and informs potential corrective actions to standardize or enhance organizational systems within LMHAs and LBHAs.

Identifies opportunities for LMHA/LBHA enhancement:

  • Guides the unit in analyzing historical, current, and projected data from the HHSC system to pinpoint areas for enhancement within LMHAs and LBHAs.
  • Oversees the unit in examining data to ascertain where procedural or system modifications are necessary.

Evaluates the impact of legislation and regulations:

  • Leads the unit in assessing the potential effects of new or proposed legislation or policy on the operations and management of LMHAs and LBHAs, and supports other Program areas in MHPPP in understanding the implications of legislation and policy.
Prepares detailed technical records and reports to present and interpret data, identify alternatives, and justify recommendations.

Knowledge, Skills, and Abilities:

  • Knowledge of organizational development and utilization management practices as applied to the analysis, evaluation, development, and implementation of mental health programs, policies, and procedures; methods and procedures analysis techniques; work simplification methods; forms and records design and control procedures; and statistical analysis.
  • Proficiency in data analysis and interpreting mental health policy.
  • Ability to analyze or evaluate problems; to develop, recommend, or present alternative solutions; to conduct or coordinate studies; to develop, interpret, or implement policies and procedures; to design programs or training; to prepare concise reports; and to communicate effectively.
