Job Title: Process Safety Management Technician

Job Summary:

The Process Safety Management (PSM) Technician plays a critical role in ensuring the implementation and maintenance of the BKRF PSM Program under the guidance of the PSM Engineer. This position involves coaching Operations, Maintenance, Engineering, HR, Environmental, and Safety staff to identify hazards, manage risk, and adhere to the required elements of the PSM regulations.

Key Responsibilities:

  • Participate in regular PSM meetings to ensure plant-wide understanding of the PSM program requirements.
  • Work under the direction of the PSM Engineer to ensure compliance with the Environmental Protection Agency's (EPA) Risk Management Plan (RMP).
  • Participate in PSM/RMP Compliance Audits, Process Hazard Analysis, and Mechanical Integrity Inspections, and lead plant-level follow-up activities.
  • Support the Health and Safety (HS) Manager in implementing the Emergency Action Plan and ensure all employees are trained in the event of a release of a regulated chemical or fire-related emergency.
  • Ensure appropriate PSM documentation and procedures are followed on all projects and all employees are trained on proper procedures.
  • Assist in developing capital project documentation for PSM and other utility-related jobs.
  • Lead and/or support the MOC process at the direction of the PSM Engineer.
  • Interface with leadership at the facility to ensure process hazards are identified, risk is appropriately managed, and the required 14 elements of the PSM regulation align with applicable regulations.
  • Support the PSM Engineer in ensuring compliance for EPA's Risk Management Plan (RMP).
  • Support incident investigations as directed by the HS Manager and/or PSM Engineer.
  • Ensure appropriate PSM documentation and procedures are followed during normal operations and on all projects, and all employees are trained in these procedures and safe work practices.
  • Fill in for the PSM Engineer in their absence.
  • Support the development of training tools to enable plant personnel to operate the facility within compliance guidelines.
  • Assist in developing capital project documentation for PSM and other utility-related jobs.

Requirements:

  • Knowledge of PSM/RMP and general safe work practices and processes.
  • Familiarity with MS Office and Google Platforms.
  • Knowledge of ammonia safety practices and processes preferred.

Supervisory Responsibilities:

  • None.

Education and Experience:

  • Bachelor's degree in Engineering (Environmental, Chemical, or Mechanical preferred) or applicable science field OR a combination of education and experience in lieu of bachelor's degree preferred.
  • Minimum of 3 years of petroleum facility or other manufacturing facility experience.
  • The following certificates are preferred: PE, FET, CSP, ASP.

Physical Requirements:

  • Prolonged periods of sitting at a desk and working on a computer.
  • Prolonged periods of standing and walking.
  • Must be able to pass a physical test of pushing, pulling, and lifting a minimum of 50 lbs.
  • Ability to perform repetitive movements over long periods of time.
  • Requires frequent reaching, stooping, bending, kneeling, and crouching.
  • Requires lifting, positioning, pushing, and/or transferring equipment and materials.
