Position Overview:
The Business Financial Professional (BFP) plays a crucial role in managing the Program's Budget by creating and maintaining spend plans, requisitions, and their associated documentation.

The BFP will collaborate with key Government officials, including Business Financial Managers, Program Managers, Contract Managers, Contracting Officers, and Contracting Specialists, to ensure accurate financial data coordination.

Key Responsibilities:

  • Assist in validating and completing Unliquidated Obligations (ULOs).
  • Support Government Business Contract Management Offices in conducting End of Year activities and completing Actual data calls.
  • Enter requisitions into the NSA's financial management system, ensuring all necessary information and documentation is included.
  • Prepare non-complex Military Interdepartmental Purchase Requests (MIPR) and Economy Act Orders (EAO) within the financial management system.
  • Process incoming MIPRs and EAOs following standard procedures to ensure Agency acceptance.
  • Create and maintain spend plans in the Agency's financial management system to document Government-specified requirements.
  • Modify requisitions and associated documentation to align with Contracting guidance for fund obligations.
  • Assist Government Program Managers in tracking requirements through execution by monitoring requisitions through the approval and certification process.
  • Extract financial reports and data from Agency systems such as FACTS, CMIS, EDSS, and CDW.
  • Utilize established NSA acquisition and financial management policies, procedures, regulations, and tools.

Qualifications:
A minimum of four (4) years of experience in DoD, IC, or six (6) years of combined experience in DoD, IC, and commercial sectors in purchasing or finance is required. Experience with NSA's financial management system and its interfaces (currently FACTS, CMIS, and CDW) is preferred. In lieu of two (2) years of experience, an undergraduate degree with a business focus is acceptable. Proficiency in Microsoft Excel, including the ability to create formulas and pivot tables, is essential.
