Job Title: Part Time Landscape Inspector

Job Summary:

The Part Time Landscape Inspector will be responsible for planning, organizing, coordinating, and monitoring assigned maintenance and trimming programs, including tree (Right-of-Way and Power Line Clearance), irrigation, and landscape maintenance. The selected candidate will join the department's vision of instilling pride in Anaheim by being a world-class Public Works team that achieves results through innovation and quality.

Key Responsibilities:
  • Plan, schedule, prioritize, and assign maintenance work in consultation with assigned supervisor and lead-level staff.
  • Inspect assigned City infrastructure, facilities, and right-of-way areas for maintenance needs and recommend appropriate actions.
  • Document all observed deficiencies in the form of punch lists, formal memos, E-Mail, or other means by which the service provider has warning and knows the expectations.
  • Train employees and contractors in work methods, use of tools and equipment, and relevant safety precautions.
  • Recommends and justifies improvements to minimize City of Anaheim liability in the facilities, and right-of-way areas for maintenance needs and recommends appropriate actions.
  • Make field inspections to ensure acceptable maintenance service levels and completed work is in conformance with departmental standards, contracts, and specifications.
  • Provide feedback to supervisors and management on employee and contractor performance.
  • Estimate costs of maintenance work, supplies, equipment, and materials; order supplies and equipment for work projects; maintain records of purchase orders; assist in developing budget figures for assigned programs; monitor expenditures.
  • Serve as liaison between contractors and city staff; resolve minor complaints.
  • Review plans of new and/or renovation projects for conformance with contract specifications.
  • Maintain accurate records and logs of daily activities; prepare and submit written reports, as required.
  • Review and assist in preparation of contract specifications and provide technical information for request for proposals for all phases of assigned projects.
  • Respond to citizen service requests to verify request needs; address citizen complaints and coordinate service requests completion dates as necessary.
Requirements:
  • Journey-level experience in tree and landscape maintenance, including interpretation of contract specifications and lead-level responsibilities.
  • Knowledge of principles, practices, landscape installation and maintenance requirements; irrigation systems; landscape irrigation water management and water budgeting principals, and specifications for landscape contracts.
  • Ability to plan, organize, schedule, assign, and direct maintenance programs, projects, and activities, including oversight of staff and contractors.
  • Ability to conduct field inspections and investigations of tree and landscape maintenance projects.
  • Ability to make accurate assessments of staff and contractor work quality.
  • Ability to train others in proper and safe work procedures.
  • Ability to read and interpret plans, blue prints, and specifications.
  • Ability to develop cost estimates for supplies and equipment.
  • Ability to resolve problems resulting from inspections.
  • Ability to understand oral and written instructions.
  • Ability to maintain accurate records.
  • Ability to prepare written reports.
  • Ability to make accurate mathematical calculations.
  • Ability to effectively and safely use tools and other related equipment.
  • Ability to interpret, apply, explain, and ensure compliance with applicable federal, state, and local regulatory codes and ordinances and departmental policies and procedures.
  • Ability to make sound, independent decisions within established policy and procedural guidelines.
  • Ability to organize and prioritize a variety of projects and multiple tasks in an effective and timely manner.
  • Ability to operate modern office equipment including computer equipment and tree management and irrigation system management software programs and centralized irrigation systems.
  • Ability to use English effectively to communicate in person, over the telephone, and in writing.
  • Ability to use tact, initiative, prudence, and independent judgment within general policy, procedural, and legal guidelines.
  • Ability to establish and maintain effective working relationships with those contacted in the course of work.
Preferred Qualifications:
  • Possession of a valid Class C California Driver's License by date of appointment.
  • Possession of a Certified Arborist Certificate from the International Society of Arboriculture within one year of appointment (hire).
Working Conditions:

This is a part-time position typically averaging 30 hours per week. A minimum number of hours is not guaranteed. The schedule for this position requires weekend availability.

RETIREMENT BENEFITS - The City contracts with the California Public Employees Retirement System (CalPERS) to provide retirement benefits. Retirement formula is based on appointment date and membership status with CalPERS. Part-time eligible employees become members of CalPERS as either Classic or New members. Part-time employees not eligible for CalPERS are required to participate in the City's part-time 457 plan, as a replacement plan for Social Security.
