Parks and Facilities Operations Manager

Position Overview: The City of Palm Bay is seeking a dedicated and experienced individual to oversee the operations of the Parks and Facilities Department. This role requires a strong background in facilities management, including expertise in mechanical, electrical, plumbing, and HVAC systems.

Qualifications:

  • Bachelor's degree or higher in construction management, engineering, business, or public administration, along with six (6) years of relevant experience in facilities management; OR
  • Associate degree in construction management, engineering, business, or public administration, with ten (10) years of relevant experience; OR
  • High School Diploma, GED, or equivalent, with fourteen (14) years of relevant experience.

A minimum of three (3) years of management or supervisory experience is essential. Certification as a Certified Playground Safety Inspector (CPSI) is preferred. A valid Florida Driver's License and a safe driving record are required.

Key Responsibilities:

  • Assist the Director in managing the parks, facilities, and construction operations.
  • Provide technical and project management support to city staff as needed.
  • Supervise department supervisory staff and assist in personnel matters, including hiring and training.
  • Manage operations across the parks division, facility division, and construction division.
  • Stay updated on industry trends and conduct research to inform departmental recommendations.
  • Coordinate and review departmental budgets to align with city and departmental objectives.
  • Oversee preventative maintenance scheduling for all mechanical equipment.
  • Direct the design and monitoring of electrical and data collection systems.
  • Instruct staff on troubleshooting and repair techniques to minimize downtime.
  • Manage testing and calibration of equipment to ensure optimal operation.
  • Inspect facilities to identify repair needs and oversee maintenance work.
  • Ensure compliance with safety regulations during operations.
  • Estimate job costs and manage vendor relationships for parts and materials.
  • Act as contract administrator for construction projects, reviewing contracts and work performed.
  • Monitor budgets and make recommendations for future development needs.
  • Prepare reports and documentation for the Parks and Facilities Director.
  • Assist in developing long-term plans and policy changes for the department.
  • Coordinate training programs and maintain accreditation information.
  • Establish and maintain positive relationships with city officials, employees, and the public.
  • Manage special projects as assigned and provide guidance to division managers.
