Responsibilities

- Acts as a senior analyst and management consultant in the development, execution, assessment, and reporting of the maintenance program for the Area Office.
- Develops program requirements for ongoing and future projects, including the establishment of goals and objectives, ensuring consistency and accuracy, and adherence to established targets.
- Collaborates with various levels of Area Office personnel, including management, engineering, technical support, craft personnel, and administrative staff.
- Ensures that job plans are evaluated and updated as necessary to align with current maintenance and safety standards, including the latest guidelines from Facilities, Instructions, Standards and Techniques (FIST) and Reclamation Safety and Health Standards (RSHS).
- Prepares comprehensive reports on maintenance planning, progress, and achievements, highlighting successes and best practices.
- Generates standard or ad-hoc reports in MAXIMO to effectively manage preventative maintenance (PM) and corrective maintenance (CM) tasks.
- Establishes job priorities and scheduling requirements, coordinating with managers and lead craft personnel while contributing to the development of the preventative maintenance outage schedule.
- Identifies job hazards and safety measures, including any special permits and clearance prerequisites for the work. Recognizes hazardous materials and evaluates the specific environment for the work, prescribing the necessary personal protective equipment.
- Develops job plans for routine and complex tasks that require specialized tools, non-stock materials, engineering support, and procurement assistance, while ensuring the availability of necessary parts and tools.
- Prepares justifications for time, labor, and material cost estimates, job task lists, flow diagrams, charts, and sketches. As assigned, serves as a Contracting Officer Representative (COR).
- Conducts basic inspections and acceptance of maintenance and repair services on equipment or facilities, ensuring compliance with contract requirements and completing necessary documentation for contract closure.
- Visits job sites to assess the scope of work and materials needed to create a comprehensive job package, following up post-initiation to determine if additional planning support is required.

Requirements

Conditions of Employment

You must be a U.S. Citizen or U.S. National.
You must be suitable for federal employment, determined by a background investigation.

You must meet any minimum education and/or experience requirements.
You must maintain a valid State Driver's License at all times as the position requires operation of government vehicles on public roads. Failure to maintain a valid State Driver's License will result in removal from the position.
You will be required to obtain a successful pre-employment physical examination by a licensed physician certifying your ability to perform the duties of this position. The cost of the exam will be reimbursed by the agency.
Travel is required approximately 10% of the time.
You must possess or obtain certification as a Contracting Officer's Representative (COR).

Qualifications

In order to be rated as qualified for this position, the HR Office must be able to determine that you meet the specialized experience requirement - this information must be clearly supported in the resume.

To qualify at the GS-12 level, you must possess one year of specialized experience equivalent in difficulty and complexity to at least the GS-11 level in federal service, demonstrating experience that includes but is not limited to: analyzing, planning, and scheduling maintenance and preventive maintenance activities for large complex electrical and mechanical equipment and systems and/or major facilities and supporting infrastructures; experience evaluating and performing maintenance activities for dams, powerplants, switchyards, water conveyance systems, pumping plants, fish and wildlife facilities, auxiliary systems, or supporting infrastructure.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs and other organizations. Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

You must meet all requirements, including any selective placement factors if applicable.

Education

This position does not allow substituting education for experience.
