We are seeking a highly skilled Learning Design Specialist to join our team at Independence Blue Cross. Key Responsibilities
  • Needs Assessment
    • Conduct thorough job and task analysis to identify learning needs.
    • Analyze performance data to inform learning strategies.
    • Develop and implement effective learning solutions that meet the needs of our employees.
  • Instructional Design (60%)
    • Design and develop engaging and interactive learning content, including classroom and virtual instructor-led training, eLearning, microlearning, and blended learning.
    • Develop learning/performance objectives and create content outlines, curriculum plans, and other design documents to guide the development of learning content and evaluations.
    • Follow Independence Blue Cross design/development standards to create high-quality learning materials and compelling learning content that enhance the retention of learning.
    • Logically organize complex information and design learning activities and sustainers that enhance the learning process.
    • Develop and use high-impact instructional graphics and create assessments for reinforcement, including situational and scenario-based questions.
    • Use authoring tools to create eLearning courses, microlearning modules, simulations, video, audio, and animation.
    • Curate and incorporate available learning resources into blended learning solutions.
    • Maintain, update, and store existing curriculum and course materials in a central repository.
    • Manage review/approval processes, including SME and quality reviews.
    • Conduct train-the-trainer activities.
  • Learning Delivery (20%)
    • Schedule, prepare, and facilitate virtual and classroom sessions as needed.
    • Provide post-session follow-up and learner desk-side support as needed to enable learning transfer.
  • Evaluation
    • Create and implement Level 1 (reaction), Level 2 (learning), and Level 3 (behavior) evaluations.
    • Report data to the Learning Manager and make recommendations for changes and enhancements to learning programs.
  • Project Management
    • Manage multiple small- to medium-scale projects simultaneously.
    • Estimate time and resources necessary to develop and deliver learning solutions.
    • Develop and document project schedules.
    • Monitor and communicate status of work in progress and alert stakeholders to potential risks and conflicts.
    • Achieve project milestones/end results.
    Requirements
    • Solid foundations in instructional design methodology (ADDIE) and adult learning theory.
    • Excellent written and oral communication skills, including instructional, facilitation, and presentation skills.
    • Strong analytical and problem-solving skills.
    • Ability to engage and build productive relationships with team members, subject matter experts, and business partners.
    • Extensive knowledge of Independence Blue Cross business systems, processes, policies, procedures, and products.
    • Intermediate to advanced proficiency in office productivity (Microsoft Office), course authoring (Articulate Storyline 2), multimedia development (Adobe Creative Suite), and virtual presentation (Skype for Business) tools.
    • Strong project management skills.
    Experience and Education Guidelines
    • Bachelor's degree or equivalent experience in Learning and Development, Instructional Design, Business, or Human Resources.
    • A minimum of three years of training delivery experience.
    • A minimum of three years of experience developing instructor-led, eLearning, and blended learning solutions.
