The Measurement Specialist plays a crucial role in ensuring precise measurement of volumes and is the primary individual to detect potential needs for preventive maintenance. Measurement Specialists utilize meters to provide essential information regarding pipeline flows to the Company and our clients.

This position focuses on: Flow computers, provers (both portable and fixed), sampling, and LACT - Lease Automatic Custody Transfer Units (Plant and Field).

This role requires the successful completion of an online assessment. If you meet the necessary qualifications for the position, a link to complete the assessment will be sent to you via email immediately after your application is submitted. Please check your spam folder if you do not receive the email. The assessment must be completed within 7 days of your application date or before the job posting expiration date, whichever comes first. If you have previously taken a Phillips 66 assessment in 2023 or earlier, you must retake the assessment for this position. Your assessment results will remain valid for one year.

Key Responsibilities:
  • Conducting complex calibration, troubleshooting, and repair tasks.
  • Identifying and resolving discrepancies (L&U, quality shifts, etc.).
  • Training and mentoring new or less experienced employees.
  • Measuring high and low-pressure gathering systems.
  • Installing, programming, and calibrating Electronic Flow Measurement (EFM) computers.
  • Collecting liquid samples.
  • Installing, operating, and maintaining liquid sampling systems.
  • Installing, programming, maintaining, and calibrating portable and stationary gas or liquid chromatographs.
  • Scheduling, completing, and witnessing proving on liquid meters.
  • Performing routine inspection, calibration, and repair of meters and associated equipment (provers, Coriolis, positive displacement, turbine, ultrasonic meter, flow computer).
  • Conducting routine inspection, maintenance, and repair of communications equipment and sampling systems.
  • Performing product composition and quality sampling and testing.
  • Working autonomously in various weather conditions at remote field locations. Available for callout.
  • Participating in and successfully completing training programs, risk management reviews, and safety meetings required to comply with state and federal regulations and company policies.
  • Reviewing and adhering to procedures to ensure compliance with all company and industry standards to meet regulatory agency requirements.
  • Accurately completing documentation such as timesheets, Testit Tickets, safe job plans/work permits, and regulatory reports.
  • Optimizing work in the most effective manner, aligning with Industry Standards, and adhering to the principles of S.A.F.E. and Stop Work Authority.
  • Maintaining facility appearance and safety through good housekeeping practices.
  • Effectively utilizing tools and test equipment as necessary.
  • Responding to operational emergencies as a member of an emergency response team.
  • Performing and accurately documenting regulatory required inspections.
  • Overseeing contractors providing specialty services (Quality Assurance, Quality Control).
  • Maintaining and troubleshooting Automatic Tank Gauging (ATG) equipment.
  • Witnessing NGL and crude LACT skid proving.
  • Performing other related duties to meet the ongoing needs of the organization.
Required Qualifications:
  • Legally authorized to work in the job posting country.
  • High school diploma or GED.
  • Valid driver's license.
  • Currently reside, or be willing to relocate, within 1 hour of the reporting location.
  • Willing and able, with or without reasonable accommodation, to perform/comply with the following:
    • Occasionally exert pulling force of 130 pounds.
    • Frequently lift and carry objects up to 50 pounds.
    • Regularly stoop, squat, kneel, and crouch for durations up to 30 minutes.
    • Periodically pull/push doors open to move around the facility.
    • Occasionally climb A-frame ladders, up to 12 feet.
    • Occasionally travel as needed (up to 10%).
    • Willing to be on a scheduled or unscheduled overtime, on-call rotation and handle call-outs.
    • Work at times in a loud work environment.
    • Work inside plant conditions as well as in outside conditions that include inclement weather, heat, and humidity.
    • To wear personal protective equipment (such as fire-retardant clothing, steel-toe shoes, ear and eye protection).
    • To maintain face daily so that a respirator/face mask can seal properly (some examples include being free of facial hair and/or clean shaven), as business needs.
Preferred Qualifications:
  • 2 or more years of experience in the measurement field programming, calibrating, installing, proving, and repairing Omni flow computers.
  • Experience working with drawings and schematics.
  • CDL license with Hazmat endorsement.
  • Proven leadership skills and ability to influence at a local level and across a broad organization.
  • Strong communication skills, interpersonal skills, and ability to build relationships.
  • Ability to work independently as well as part of a team.
