This is a temporary position for a duration of 12 months, exclusively available to current employees of L&I.
This role requires bilingual proficiency.

As a Management Analyst 3, you will implement strategic program objectives and business priorities across various divisions within L&I. Your work will focus on the L&I Civil Rights Program, ensuring equitable access to L&I services for all customers in compliance with relevant federal and state laws.
Your role is crucial in promoting inclusivity and preventing discrimination based on race, color, national origin, language, religion, disability, gender, or other protected characteristics.
This position directly supports the Civil Rights Program Manager, operates with limited supervision, and requires independent judgment to complete assigned tasks.
You will manage small-scale projects, conduct targeted research related to civil rights, and facilitate discussions and meetings to advance program goals.Collaboration across multiple programs, divisions, and agencies is essential, and a strong understanding of business plans and long-term strategies is required for all tasks.
Key Responsibilities:

Engaging in strategic collaboration with agency executives and leaders to enhance access to L&I services for limited-English-proficient (LEP) and minority communities.
Coordinating and assisting in the planning and documentation of meetings, action items, and resources for committees involved in civil rights initiatives.
Conducting research and developing actionable plans for process enhancements.Monitoring relevant metrics to evaluate the effectiveness of the Civil Rights Program.
Reviewing civil rights investigations for quality assurance and assisting the Civil Rights Program Manager in maintaining high professional standards.
Ensuring the uninterrupted operation of the Civil Rights Program's primary communication line.Being knowledgeable about L&I divisions and external agency programs is essential for accurate call transfers.
Providing expert administrative support to the Civil Rights Program Manager and investigators as needed.And much more.
Qualifications:
A combination of graduate education and relevant experience is acceptable.
A Bachelor's degree in business administration, public administration, law, public health, health administration, or a related field.
AND
Three years of experience in research and policy analysis, including laws, rules, or regulations.
OR
Three years of professional experience in analyzing management issues, formulating recommendations, and leading strategic project/process improvements.
ORThree years in labor/employment relations, claims management, complaint investigations, or auditing employer financial records.
Additional Requirements:
Possession of a valid motor vehicle operator's license, free from serious traffic violations.
Preferred Qualifications:
Familiarity with L&I's Language Access Plan, Agency Policy 2.60-Language Access Services, Agency Policy 2.34 – Customer Rights and Non-Discrimination, and L&I operations and reporting practices.
Basic understanding of laws governing Labor and Industries relations, general policies, principles, and practices; labor-management relations; state agency laws and regulations; investigation standards; and auditing procedures.
Ability to identify complex issues within L&I processes and assist in developing solutions; plan and execute complex research assignments; and effectively engage with agency officials.
Proven skills in writing and reviewing clear and concise reports.Ability to interpret complex laws, rules, and regulations; prepare organized written documents; and exercise sound judgment in public interactions.
Ability to engage with customers from Limited English Proficient (LEP) communities in a respectful, empathetic, and professional manner.
Expertise in SharePoint and Microsoft Excel is essential.Work Environment:
