Job Title: Environmental Project Manager

Colliers Engineering & Design is seeking an experienced Environmental Project Manager to lead environmental permitting efforts, mentor staff, and support business development activities for development, renewable, and/or oil and gas projects across Florida.

Responsibilities:
  • Guide the NEPA planning process and oversee all aspects of a project, including client contact, budget control and invoicing, schedule, personnel allocation/planning, public interest facilitation, technical approach, and subcontractor involvement.
  • Coordinate with clients, regulatory/resource agencies, and local governments.
  • Manage technical studies and ecological resource teams with assessments and various natural resource surveys.
  • Lead the preparation of USACE permit applications, biological assessments, environmental impact statements, Environmental Assessments, and Categorical Exclusions.
  • Provide quality assurance and quality control for all final products to ensure technical accuracy and regulatory compliance.
  • Lead technical elements of proposal development, including scope, budget, and schedule to ensure complete satisfaction.
  • Provide technical direction and mentoring to developing staff.
  • Assist with local and out-of-town biological surveys as required.
Qualifications:
  • Bachelor's degree in Ecology, Botany, Biology, Zoology, Natural Resource Management, or a related field.
  • Master's degree in a pertinent field is preferred.
  • Minimum 5 years of experience in environmental planning, assessment, and permitting.
  • Thorough understanding of environmental regulations governing water of the US and protected species.
  • Working knowledge of agencies including USACE, TPWD, FDOT, FERC, FHWA, FRA, FTA, FAA.
  • FDOT precertifications are a plus.
  • Excellent verbal, written, and interpersonal communication skills with experience presenting at public workshops and facilitating meetings with regulatory/resource agencies.
  • Demonstrated ability in collaborative problem-solving with stakeholders, clients, and teammates.
  • Demonstrated leadership in striving to continuously improve technical performance.
  • Willingness to travel for project work and business development opportunities.
  • Must have a good driving record and valid driver's license.
  • ESRI GIS application skills are a plus.
  • Ability to read, write, and understand English for purposes of comprehending written job-related communications and verbal instructions and interactions.
