General Description:

The Texas Division of Emergency Management (TDEM) is an emergency response entity, and this status can affect working hours, travel, and changing duties as needed.

Works under general supervision, with moderate latitude for the use of initiative and independent judgement. Plans and coordinates all activities pertaining to the Texas Community Recovery (TCR) Management System, including program development and implementing processes in the utilization of TCR for further support of disaster survivors.

Work involves developing and coordinating TCR program activities with internal and external stakeholders, including TDEM staff, governmental agencies, community organizations, disaster non-profit organizations, and system contractors, and providing consultative services and technical assistance.

This position reports to the Section Chief, Voluntary Agency Liaison.

Essential Job Duties and Responsibilities:

  1. Provide program development, implementation, planning, and evaluation of the TCR programs.
  2. Manage the continued development of the TCR Management System through technical engagement with contractors.
  3. Oversee the preparation of management and productivity reports and studies submitted by regional staff.
  4. Coordinate and evaluate business and deployment functions and progress by building reports and dashboard analysis for disaster tracking.
  5. Support and oversee the development of guidance documents, templates, and training curriculum. Assist with project-based learning curriculum.
  6. Manage, coordinate, and deliver emergency management and disaster recovery programs specific to community recovery and training with local governments, emergency response organizations, regional organizations, other state agencies, volunteer groups, disaster non-profit organizations, and private industry.
  7. Provide technical assistance and guidance to local governments regarding the use of TCR and disaster survivor service initiatives.
  8. Manage and approve schedules, priorities, and standards for achieving goals of contract workers for the platform development. Assist in development and implementation of goals for assigned division.
  9. Assist with projects defining recovery resources from non-profits, local, state, and federal agencies tracking disaster survivors from response through recovery.
  10. Working across the ISTF sections, supporting the development of operational plans and administrative continuity.
  11. Monitor TCR program outcomes and program initiatives, identify gaps and make recommendations for improvement. Collaborate disaster survivor information from iSTAT, IA (Individual Assistance) programs, GLO (General Land Office), VOADs (Voluntary Organizations Active in Disaster), and recovery teams to quantify success and gaps of standard recovery operations.
  12. Assist local emergency management offices with the verification and identification of potential disaster response and recovery functions within areas of responsibility.
  13. May brief divisional officers or appropriate officials with information during an emergency and throughout the recovery phase.
  14. Provide support and liaison between TDEM, local officials, volunteer group representatives, federal agency representatives, and other potential disaster responders.
  15. May serve as a member of the state staff at the Joint Field Office.
  16. Assist and provide guidance to local officials with disaster recovery programs and other financial and in-kind disaster assistance.
  17. Assist and support other TDEM functions during planned and unplanned incidents and events.
  18. Serve as a facilitator for workgroups, committees, involving the TCR program.
  19. Responsible for establishing relationships with voluntary agencies active in disaster and Long-Term Recovery committees statewide.
  20. May serve as a lead worker to assist other regional staff during disaster activations. Perform related work as assigned.
  21. Face-to-face and person-to-person interactions are required.
  22. Maintain a regular course of attendance during authorized work schedule and work extended hours when needed.
  23. Ability to travel up to 40%.

Minimum Qualifications:

Education: Bachelor's degree in applicable field or an equivalent combination of education and experience.

Experience: Five (5) years related experience.

Preferred: Experience with disaster response and recovery efforts is preferred.

*Additional relevant work experience may be substituted for the education requirement on a year-for-year basis. Thirty (30) semester hours is equivalent to one (1) year of experience. A completed advanced degree in a relevant field may also be substituted in lieu of work experience.

Knowledge, Skills, and Abilities:

Working knowledge of: TDEM, Texas A&M University System, state and federal regulations, legislation, guidelines, policies, and procedures.

Ability to: Exercise poise, tact, diplomacy, and an ability to establish and maintain positive, working/professional relationships with internal/external customers.

Must be: Organized, flexible, and able to effectively prioritize in a multi-demand and constantly changing environment; able to meet multiple and sometimes conflicting deadlines without sacrificing accuracy, timeliness, or professionalism.

Must be able to: Construct and deliver clear, concise, and professional presentations to a variety of audiences and/or individuals.

Must demonstrate: Ability to quickly and efficiently access relevant information and be able to utilize and/or present research and conclusions in a clear and concise manner.

Must demonstrate: Ability to prepare and examine data/information, discern variations/similarities, and be able to identify trends, relationships, and causal factors, as well as grasp issues, draw accurate conclusions, and solve problems.

Proficiency with: Microsoft Office Suite (Word, Excel, PowerPoint, and Outlook). Must be able to learn new software/systems.

Ability to: Responsibly handle sensitive and confidential information and situations and adhere to applicable laws/statutes/policies related to access, maintenance, and dissemination of information.

Registration, Certification or Licensure:

Complete and obtain certification in IS-100, IS-200, ICS 300/400, IS-700, IS-800 FEMA courses within twelve (12) months of employment and any other training as may be determined.

Valid Texas Driver's license.
