About Our Division

The Revenue Estimating Division is essential in fulfilling the constitutional responsibilities of our organization regarding budget and revenue projections. This division serves as the primary source for economic data and forecasts, including the production of the Biennial Revenue Estimate, which informs the state budget crafted by lawmakers.

Standard working hours are Monday to Friday, from 8 AM to 5 PM, totaling 40 hours per week, with occasional evening and weekend commitments as needed.

Position Summary

Join our team as a Revenue Analyst, where you will engage in advanced research and analysis to assess and predict state government revenue streams. Your responsibilities will include maintaining databases relevant to your analytical tasks and ensuring that your evaluations align with constitutional and statutory guidelines. You will communicate your findings effectively, both in writing and verbally, and may oversee the work of junior staff. This role operates under limited supervision, allowing for initiative and independent judgment.

Minimum Qualifications:
  • A bachelor's degree from an accredited institution is required.
  • A minimum of three years of experience in research and planning is necessary.
Preferred Qualifications:
  • A degree in Economics, Finance, Business Administration, Public Administration, Criminal Justice, or a related field.
  • A graduate degree in one of the aforementioned disciplines.
  • Five years of experience in research and planning.
  • Experience in evaluating and forecasting state revenue.
  • Experience in analyzing court costs, fees, fines, and related revenues.
Key Responsibilities:
  • Act as an analyst for court costs and criminal justice matters.
  • Prepare data, narratives, and articles for various publications and respond to inquiries from internal and external stakeholders.
  • Conduct statistical, economic, and fiscal analyses, providing support to division staff.
  • Assist the Chief Revenue Analyst with special projects related to revenue estimates and other division activities.
  • Engage in professional development through training courses and conferences.
  • Perform additional duties as assigned.
Knowledge Requirements:
  • Understanding of Texas laws and regulations regarding the state budgeting process.
  • Familiarity with statutes and administrative rules concerning state revenue sources, particularly natural gas production tax and water issues.
  • Knowledge of the Texas legislative process.
  • Public finance issues and tax analysis, including revenue estimates and legislative fiscal notes.
  • Research methodologies and principles.
  • Quantitative economics, econometrics, and statistics.
  • Database management and manipulation.
  • Computer programming skills.
