About the Role

The Washington State Patrol is seeking a highly skilled Labor and Policy Advisor to join our team. As a key member of our Labor and Policy Office, you will provide expert advice on labor relations policy, operations, risk management, and other related matters to executive staff, managers, and supervisors throughout the agency.

Key Responsibilities
  • Advise on agency policy, best practices, labor relations, administrative and employment issues, and disciplinary matters.
  • Maintain working relationships with WSP's labor partners and assess situations to recommend strategic actions.
  • Coordinate the agency's administration and defense of certain legal matters with the Attorney General's Office.
  • Administer and interpret the agency's collective bargaining obligations as the agency-head designee.
  • Manage relationships with approximately 22 collective bargaining units represented under eight unions and six master agreements.
  • Ensure compliance with the agency's obligations to respond to information requests from exclusive bargaining unit representatives.
  • Serve as the agency's Ethics Advisor and primary point of contact for the Executive Ethics Board.
Requirements
  • Bachelor's degree from an accredited institution of higher education in Public or Business Administration, Human Resource Management, or related field.
  • Minimum of five years of professional experience in legal negotiations or labor relations, including experience negotiating collective bargaining agreements and administering collective bargaining obligations.
  • Minimum of five years of professional experience in executive-level decision-making, policy development, risk management, and practices in the public sector.
  • Strong interpersonal, communication, and problem-solving skills.
  • Exceptional technical writing skills and expertise with state and federal laws, rules, and regulations.
Preferred Qualifications
  • Juris Doctorate from an accredited law school and current member of the Washington State Bar Association.
  • Experience as an attorney with a municipal, county, or state entity, or in private practice, with emphasis in labor relations, labor management issues, and practices in the public sector.
