We are seeking a highly skilled and experienced Senior Test Project Scientist/Manager to join our team at the Department of the Army. - Oversee the management of resources for subordinate units with authority from the Commander to recommend and implement plans, studies, programs, and policies designed for effective conduct of the mission.
- Serve as the US, DOD, or Army representative at a wide range of national and international panels, conferences, and workshops.
- Requirements
- Must be able to obtain and maintain a Top Secret security clearance through the duration of your employment.
- Must submit a Financial Disclosure Statement (OGE-450) upon entering the position and annually thereafter.
- This position requires the employee to occasionally travel away from the normal duty station up to 15% of the time.
- This position requires Level 2 certification in acquisition career field of Test and Evaluation within 60 months of entry into the position.
- This position is a Critical Acquisition Position.
- Must sign a written agreement to remain in Federal service in the position for at least three years.
- The incumbent of this position must successfully pass a urinalysis screening for illegal drug use prior to appointment and periodically thereafter.
- A one year supervisory probation to assess your ability to perform supervisory duties is required unless previously completed.
To qualify for this position, you must meet the education and experience requirements described below.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social).

Basic Education RequirementsA Bachelor's degree (or higher degree) in engineering is required.
OR
A combination of education and experience that furnished (1) a thorough knowledge of the physical and mathematical sciences underlying engineering, and (2) a good understanding, both theoretical and practical, of the engineering sciences and techniques and their applications to one of the branches of engineering.
The adequacy of such background must be demonstrated by one of the following:
- Professional registration or licensure - Current registration as an Engineer Intern (EI), Engineer in Training (EIT), or licensure as a Professional Engineer (PE) by any State, the District of Columbia, Guam, or Puerto Rico.
- Written Test - Evidence of having successfully passed the Fundamentals of Engineering (FE) examination, or any other written test required for professional registration, by an engineering licensure board in the various States, the District of Columbia, Guam, or Puerto Rico.
- Specified academic courses - Successful completion of at least 60 semester hours of courses in the physical, mathematical, and engineering sciences and that included the courses specified in A above.
- Related curriculum - Successful completion of a curriculum leading to a bachelor's degree in an appropriate scientific field, e.g., engineering technology, physics, chemistry, architecture, computer science, mathematics, hydrology, or geology, may be accepted in lieu of a degree in engineering, provided the applicant has had at least 1 year of professional engineering experience acquired under professional engineering supervision and guidance.
Serving as a senior test project scientist/manager, providing scientific and technical oversight to support testing of protective systems and equipment, chemical agent detectors, contamination avoidance sensors, and/or decontamination equipment.
Providing oversight of technical approaches to testing and novel test capabilities, data analysis and integrity.
Writing the data, scientific, and technical portions of test plans and reports.
Strategic planning/lean Six Sigma experience and/or process improvement experience in order to recommend new policies or broad policy changes.
Time in Grade RequirementApplicants who have held a General Schedule (GS) position within the last 52 weeks of Federal service at the next lower grade or equivalent.
EducationFOREIGN EDUCATION:
If you are using education completed in foreign colleges or universities to meet the qualification requirements, you must show the education credentials have been evaluated by a private organization that specializes in interpretation of foreign education programs and such education has been deemed equivalent to that gained in an accredited U.S. education program; or full credit has been given for the courses at a U.S. accredited college or university.

There is an education requirement for membership in the Acquisition Corps which includes:
Baccalaureate degree from an accredited educational institution (you must submit your transcripts)
Or
Possess significant potential for advancement to levels of greater responsibility and authority And
At least 24 semester credit hours of study at an accredited institution of higher education from among the following disciplines:
accounting, business, finance, law, contracts, purchasing, economics, industrial management, marketing, quantitative methods, or organization and management
Or
At least 24 semester credit hours of study at an accredited institution in the individual's AT&L Career Field and either 12 semester credit hours from among the above-listed disciplines or training in these disciplines equivalent to the 12 semester credit hours.
(Training courses that carry an American Council of Education (ACE) credit recommendation may be used for equivalency.) ACE credit recommendations may only be used to meet the 24 semester hour standard for Acquisition Corps membership if those credit recommendations have been accepted by and appear on an official transcript from an accredited institution of higher education.
DAWIA provides the option to substitute equivalent training for the 12 semester credit hours applied to the 24 hours in the individual's AT&L Career Field and 12 hours in the covered disciplines.
This does not apply to the option for 24 semester credit hours in the covered disciplines.
