Job Title: Contract and Procurement Manager

Job Summary:

The Contract and Procurement Manager is responsible for overseeing the organization's contract and procurement activities, ensuring compliance with legal, risk management, and regulatory requirements. This role involves preparing and reviewing contracts, bid documents, and procurement processes to ensure efficiency and consistency.

Key Responsibilities:

  • Oversee contract preparation, review, and negotiation to ensure compliance with organizational and regulatory requirements.
  • Develop and implement procurement processes and procedures to ensure efficiency and consistency.
  • Provide supervision and coaching to the Contracts and Procurement Team.
  • Serve as a primary resource on contract and procurement issues for OCHN Leadership and staff.
  • Develop and manage the implementation of organizational contract and procurement processes and procedures.
  • Ensure compliance with Federal, State, and MDHHS procurement requirements.
  • Develop and maintain policies, procedures, and internal protocols for procurement.
  • Provide individual supervision and direction for the Contract and Procurement Team.
  • Ability to understand and recognize each staff member's needs and adjust approach to encourage a high standard of performance.

Requirements and Qualifications:

  • Bachelor's degree in Business Administration or related field or 10+ years of experience.
  • Minimum of four years in experience in contract processing, purchasing, accounting, or related field.
  • Purchasing or supply chain management experience particularly in a health care or governmental entity.

  • Ability to recognize and analyze complex operational/administrative or fiscal problems, and to recommend and implement solutions.
  • Ability to work collaboratively and create a team environment that resolves problems and implements solutions.
  • Ability to communicate effectively, both orally and in writing.
  • Ability to conduct effective meetings.
  • Highly effective project management skills.
  • Highly effective interpersonal, active listening, negotiation, and conflict resolution skills.

Knowledge Requirements:

  • Knowledge and experience with PIHP/CMHSP Contractual requirements and legal concerns.
  • Highly effective oral and written communication skills and interpersonal skills.
  • Knowledge of risk management principles and ability to apply those to the organization.
  • Vast understanding of the OCHN services, support, and operations.
  • Knowledge and experience with Federal/State and MDHHS procurement requirements.

Additional Information:

  • Must have available means of transportation to and from OCHN and for required offsite meetings or site visits.
  • Must be available for meetings and events which may occur outside of standard office hours.
  • Work performed primarily in an office environment.
  • Hybrid (onsite/remote) work schedule available.
