Position Overview
Stearns County is in search of a committed professional to oversee the execution of the Aquatic Invasive Species initiative, collaborate on watershed planning efforts, and support the administration of the Wetland Conservation Act (WCA). This role presents a fulfilling opportunity in public service.
Position Objective
To assist in the formulation and execution of the Aquatic Invasive Species program, the Comprehensive Local Water Management Plan, and One Watershed, One Plan projects; manage the Wetland Conservation Act (WCA); and contribute to water resource education. This position is tasked with ensuring compliance with the WCA, which includes reviewing proposals and investigating wetland-related concerns.
Key Responsibilities
1. Aid in the development, modification, and execution of the Comprehensive Local Water Management Plan and One Watershed, One Plan projects, along with the Stearns Aquatic Invasive Species (AIS) Plan to align county objectives with collaborative planning efforts.
2. Support the administration of the Wetland Conservation Act (WCA) program and engage in the Wetland Rules Committee.
3. Assess proposed projects for potential wetland impacts and ensure adherence to legal standards.
4. Organize and facilitate meetings and activities for the Stearns County Aquatic Invasive Species Committee.
5. Prepare the AIS budget and track AIS expenditures.
6. Collaborate with lake associations and watercraft inspection vendors to establish and oversee a watercraft inspection program aimed at preventing invasive species spread.
7. Assist in the creation, implementation, and/or revision of regulations related to the Comprehensive Local Water Management Plan, One Watershed, One Plan projects, and WCA.
8. Coordinate the investigation, documentation, follow-up, and resolution of WCA violations.
9. Ensure uniformity in the enforcement of wetland and shoreland policies and procedures.
10. Evaluate proposed projects and review plans that may affect drinking water supply management areas and wellhead protection areas or wetlands to ensure compliance with the Comprehensive Local Water Management Plan, One Watershed, One Plan projects, and WCA.
11. Coordinate and engage in environmental educational initiatives and create educational resources.
12. Assist in the preparation, submission, and monitoring of grants, contracts, and reports.
13. Manage the investigation, documentation, follow-up, and resolution of various environmental issues.
14. Utilize the Customer Relationship Management (CRM) system to oversee projects.
15. Maintain regular and punctual attendance.
16. Perform additional duties as assigned or necessary.
Qualifications
Minimum Requirements
To be eligible for this position, candidates must meet the following criteria:
- Bachelor's degree or higher in environmental studies, physical science, biological science, planning, or a related field, along with two years of relevant experience.
- Valid Minnesota Driver's License or the ability to obtain one within 30 days of hire.
- Reliable transportation for travel to various locations within the county, some of which may not be accessible by public transit.
- Proficiency in Microsoft Office Applications.
- Experience with ESRI GIS software.
1. Understanding of environmental legislation and the legislative process.

3. Knowledge of public policy, soils, hydrology, groundwater, and land use.
4. Awareness of legal procedures involved in regulatory enforcement.

7. Knowledge of the Wetland Conservation Act and related regulations.
8. Ability to produce clear, concise technical reports and effectively utilize spreadsheets.

11. Ability to collaborate and coordinate activities efficiently with colleagues and a diverse client base.

Work Environment
This position primarily involves indoor responsibilities (approximately 90%) with some outdoor work (approximately 10%). Frequent travel to off-site locations is required, with occasional evening meetings. The role may involve exposure to health hazards and physical demands, including traversing uneven terrain during fieldwork.
Supervision
Work is conducted under the general supervision of the Division Supervisor for the Ag and Water Resources Division.
