Job Summary

We are seeking a highly skilled and experienced Principal Planner to join our team at the City of St. Cloud, FL. As a key member of our planning department, you will be responsible for performing diverse, complex assignments that require extensive coordination with City departments, local or regional jurisdictions, and agencies to optimize the effectiveness of the City's land use, infrastructure, growth, and development while protecting the health, safety, and welfare of the community's inhabitants.

Key Responsibilities
  • Manage multiple development applications and special projects, involving continual coordination with applicants, intergovernmental agencies, and professional affiliates and organizations.
  • Act as team lead to lower-level planner positions and report team development and project status to the Planning and Zoning Manager.
  • Conduct planning and zoning review for building permits and development applications, serving as a planning liaison for intergovernmental review and coordination.
  • Provide professional and technical assistance to the public inquires related to planning.
  • Draft technical and regulatory reports, including ordinances, moratoriums, staff reports, interlocal agreements, and development agreements.
  • Research and analyze data to inform strategic developments using various statistical resources, including Census data and Geographic Information Systems.
  • Make presentations to City boards, stakeholder groups, and the general public.
  • Advise officials on project feasibility, cost-effectiveness, regulatory conformance, and possible alternatives, discussing the purpose of land use projects such as transportation, conservation, residential, commercial, industrial, and other uses.
  • Prepare and coordinate amendments to the City's Comprehensive Plan and Land Development Code.
  • Lead field surveys and investigations, surveys, impact studies, or other research to compile and analyze data on economic, social, regulatory, and physical factors affecting land use.
  • Draft ordinances and resolutions for review and approval.
  • Provide technical support or serve as a technical expert to task forces, commissions, and/or advisory committees.
  • Research grant sources and, in conjunction with the City's Grants Administrator, prepare grant applications and oversee grant-funded programs.
  • Represent the City at the local, regional, and State level for special projects or assignments.
Requirements
  • Bachelor's Degree from an accredited college or university with a major in planning (Master's Degree from a program accredited by the Planning Accreditation Board is highly desirable) plus four (4) years of professional planning experience; or
  • Bachelor's Degree (Master's Preferred) from an accredited college or university plus five (5) years of professional planning experience; or
  • Possession of any equivalent combination of education, training, and experience which provides the requisite knowledge, skills, and abilities.
Preferred Qualifications
  • Active certification with the American Institute of Certified Planners.
