This is a challenging and rewarding opportunity to join the City of New Haven's Health Department as a Management Analyst II. In this role, you will play a key part in planning, analyzing, and evaluating the budgetary requirements and procedures of the City.
Key Responsibilities- Implement the budgetary programs of the Board of Finance under the direction of the Controller and the Budget Officer.
- Confer with departmental officials to resolve questions pertaining to budgetary requirements, attend intra-departmental conferences on budget requests, and study and evaluate requests in light of departmental policies, program, and prior operating experience.
- Recommend changes in original budget requests, present budget requests orally to representatives of management and fiscal officials, and assist departments in evaluating service levels.
- Plan, analyze, and make procedural recommendations relating to all phases of work in the department.
- Advise and assist department officials and employees in the proper use of finance-related procedures and forms.
- Review and analyze data submitted by departments for completeness, accuracy, and conformance to budget and payroll requirements, as well as adherence to policies established by the Board of Finance.
- Oversee the maintenance of central controls on departmental payroll accounts, deductions, and leaves of absence.
- Assist in the development and installation of accounting systems.
- Act as a liaison between the Controller's Office and other municipal departments with respect to budget analysis and procedures.
To be successful in this role, you will need to have a strong understanding of public administration and budgetary control, as well as knowledge of municipal accounting principles and procedures. You will also need to be able to establish and maintain effective working relationships with department heads, staff associates, and the general public.
You will be required to analyze management and budgetary problems and recommend effective solutions, as well as organize and present clearly oral and written reports of management studies and recommendations.
This is a Special Fund, "Non-Tested" position, and the grant is anticipated to expire 08/31/2027. The position is included in a collective bargaining agreement with Local 3144, American Federation of State, County and Municipal Employees.
