Job Overview

We are seeking qualified candidates to fill three full-time Construction Projects Specialist positions within the General Services Department. Each role will focus on distinct areas: 1) Energy Initiatives, 2) Maintenance Capital Projects, and 3) General Capital Projects.

Position Summary: Under general supervision, the Construction Projects Specialist undertakes intricate technical responsibilities related to the planning, inspection, and coordination of construction capital projects and spatial organization; and performs additional related tasks as necessary.

Responsibilities may encompass, but are not limited to, technical evaluations, project formulation, and scope definition (including extensive collaboration with clients), financial tracking, construction oversight, and documentation. The role involves coordinating planning and design sessions, monitoring the progress of various consultants in line with their professional service agreements, and managing the activities of multi-disciplinary teams.

Assist project managers or the project management team in facilitating communication with departments regarding project planning and construction status. Additionally, support Capital and Facilities/Maintenance personnel in managing agency-required applications and reporting, including direct agency interactions, development of tracking methods, and compliance strategies. This position operates under the general guidance of project managers, the Capital Division Manager, and the Assistant Director, while necessitating independent organization, prioritization, time management, and problem-solving skills.

Under the general direction of Capital Division Managers, Energy Manager, or Facilities Manager, this role coordinates the creation of project scopes of work (SOW) through significant engagement with internal clients. This process typically leads to the development of rough order of magnitude (ROM) cost estimates, utilizing the Construction Specification Institute (CSI) format to structure both the SOW and the ROM.

Ideal Candidate Qualifications:
  • Associate Degree or higher in construction project management, architecture, engineering, space planning, drafting technology, or a related discipline.
  • Project management certification such as Project Management Professional (PMP), Program Management Professional (PgMP), or Portfolio Management Professional (PfMP), demonstrating knowledge of project development, management, and construction principles.
  • Experience in managing building construction projects.
  • Proficiency in coordinating project scopes (SOW) and developing rough order of magnitude (ROM) cost estimates.
  • Ability to manage multiple projects and their respective teams.
  • Strong written and verbal communication skills.
  • Demonstrated capacity to work autonomously.
  • Competency in utilizing Microsoft Outlook, Projects, and other Office software; as well as AutoCAD and related design software.
  • Commitment to the shared values of the Capital Projects and Facilities/Maintenance Division, including efficiency, customer service, teamwork, respect for individuals and the environment, ethical standards, character, leadership, work-life balance, and workplace innovation.
Key Responsibilities:
  • Develop projects through necessary entitlement research; conduct programming functions with stakeholders; and create detailed project scopes of work (SOW), including potential project layouts or take-off exhibits.
  • Assemble project charters that outline the general project scope, schedule, and the terms of the working relationship between the GS Capital Division and the internal client.
  • Consult with contractors and consultants regarding design, scope of work, and cost estimates.
  • Prepare and negotiate contracts, change orders, and inspection reports; certify payment requests; maintain construction records; and prepare claims on grant-funded projects using office automation software.
  • Coordinate with consultant architects and engineers as needed concerning projects under proposal or construction and maintain appropriate records.
  • Inspect and monitor projects under construction to ensure compliance with specifications; coordinate contractors and maintenance personnel; assist maintenance personnel with issues related to existing buildings.
  • Provide program-level support to Capital Division Managers and Project Managers, including tracking project progress; assembling program reports; developing written documents such as Project Charters, Requests for Qualifications/Proposals (RFQ/P), and Construction Notifications; and assist in posting projects on bidding software.
  • Support the Energy Division with utility management, energy efficiency, and renewable energy program development, including annual reporting and project reviews.
  • Manage a database of HVAC equipment and controls systems, developing a repair and replacement plan aligned with sustainability goals.
  • Collaborate with divisions on the development and monitoring of Electric Vehicle (EV) charging station programs across County-owned facilities.
  • Represent the General Services Department in sustainability program management and coordinate projects with other departments.
  • May supervise paraprofessional staff on a project-by-project basis.
Employment Standards:
  1. Completion of 24 semester units or 36 quarter units of college coursework in architecture, engineering, space planning, drafting technology, or a closely related field, AND two years of experience in architectural, engineering, or construction project management, architectural inspection, construction inspection, architectural design, or space planning; OR
  2. A combination of training, education, and experience that is equivalent to the employment standard listed above and that provides the required knowledge and abilities.
Knowledge and Abilities:
  • Knowledge of capital project management, contract administration, structural and mechanical design principles, and applicable laws and regulations.
  • Ability to prepare architectural renderings, drawings, and specifications; learn CAD software; collect and analyze information; and communicate effectively with design professionals.
Additional Requirements:
  • Possession of a valid California Class C driver's license is required.
  • Willingness to travel extensively throughout the County.
