Position Overview

The City of Grand Rapids is seeking a highly skilled professional to oversee the advanced technical operations of the Industrial Pretreatment Program. This role involves leading a team of inspectors and ensuring compliance with the established pretreatment regulations and standards.

Key Responsibilities

  • Manage and coordinate surveys for non-domestic users and oversee the industrial wastewater discharge permit program.
  • Conduct inspections of industrial facilities and facilitate meetings with industries regarding permit requirements and compliance issues.
  • Prepare and issue discharge permits and authorizations, ensuring accurate classification of industrial users.
  • Supervise the collection and analysis of wastewater effluent samples from industrial sources, ensuring adherence to regulatory standards.
  • Coordinate the sampling and analysis of surcharges, including the preparation of invoices and responding to customer inquiries.
  • Oversee billing processes related to the industrial pretreatment program.
  • Train inspectors on the use of various software applications relevant to the industrial pretreatment program.
  • Investigate public complaints and enforce compliance with industrial pretreatment laws and standards.
  • Review plans for new industries or modifications to existing facilities to ensure compliance with regulations.
  • Maintain accurate records and prepare comprehensive reports related to program activities.
  • Evaluate the work of inspectors to ensure compliance with general pretreatment regulations.
  • Stay informed about state and federal regulations, publications, and advancements in industrial pretreatment practices.
  • Participate in compliance meetings with industrial users and manage legal cases as necessary.

Qualifications

Education and Experience

  • Bachelor's degree in physical science, environmental science, or a closely related field.
  • Six years of progressively responsible experience in an Industrial Pretreatment Program, or an equivalent combination of education and experience.

Licenses and Certifications

  • Valid Michigan driver's license.
  • Preferred: State of Michigan Municipal Wastewater Operator C level license.

Knowledge, Skills, and Abilities

  • Thorough understanding of local, state, and federal industrial pretreatment laws and regulations.
  • Proficient in sampling techniques and compliance inspections.
  • Ability to analyze reports and data related to the National Industrial Pretreatment Program.
  • Strong investigative skills for resolving non-compliance issues.
  • Experience in training and supervising staff.
  • Excellent communication skills, both oral and written.
  • Ability to establish effective working relationships with various stakeholders.
