Job Summary

We are seeking a highly skilled Field Service Representative to join our team at Hillsborough County (Florida). As a Field Service Representative, you will be responsible for performing duties involving utility service connections, minor repairs of metering equipment, and field investigations. You will also be responsible for training personnel and maintaining records of duties performed, vehicle usage, and maintenance.

Key Responsibilities
  • Establish new services and disconnect existing services by installing and removing water meters or turning valves.
  • In-field delinquent account collections activities, including severance disconnects.
  • Perform field investigations of public complaints, violations of ordinances, and billing information.
  • Repair minor leaks in water meters and connections; and repair or replace meter boxes.
  • Maintain records of duties performed, vehicle usage, and maintenance.
  • Maintain and update maps, charts, and graphs.
  • Perform meter reading duties.
  • Perform other related duties as required.
Additional Responsibilities (Tier 2)
  • Handle escalated complex customer service matters in the form of CRM systems.
  • Install, operate, analyze, and report on specialized automated meters.
  • Perform field investigations of public complaints, leak adjustments, violations of ordinances, and billing information.
  • Maintain records of duties performed, vehicle usage, and maintenance.
  • Maintain and update maps, charts, and graphs.
  • Perform meter reading duties.
  • Assist supervisors in daily work scheduling, administrative, and billing issues, and dispatching.
  • Meter Reading Route analysis, billing analysis of commercial accounts, and billing cycle optimization.
  • Refine or develop new procedures or guidelines.
  • Train new personnel.
  • Automated Metering plans, procurement, and implementation.
  • Un-metered Fire-line sizing.
  • Host/Sub-meter relationship analysis.
  • School Board metering liaison (Interior AC unit credit meters).
  • Tanker truck metering.
  • Construction/Hydrant meter monitoring.
Requirements
  • Knowledge of the functions, services, procedures, and regulations of the unit or department to which assigned.
  • Skill in meter reading.
  • Skill in the use of basic hand tools.
  • Ability to follow oral and written instruction.
  • Ability to follow established procedures.
  • Ability to work effectively with others.
  • Ability to communicate effectively both orally and in writing.
  • Ability to read and understand job-related material.
  • Ability to perform basic mathematical calculations.
  • Ability to use tables to compute fees and interest.
Additional Requirements (Tier 2)
  • Knowledge of franchise operations, line maintenance operations, after-hour procedures, and leak detection methods and water conservation practices.
  • Ability to resolve escalated customer issues.
  • Skill in applying supervisory techniques.
Physical Requirements
  • Regularly required to drive, sit, and walk. In field, they must move about, and reach with hands and arms. Dexterity is required.
  • Frequently required to balance, stoop, kneel, crouch, or crawl.
Work Category
  • Light work - Exerting up to 20 pounds of force occasionally, and/or up to 10 pounds of force frequently, and/or a negligible amount of force constantly to move objects. If the use of arm and/or leg control requires exertion of forces greater than that of sedentary work and if the worker sits most of the time, the job is considered light work.
Minimum Qualifications
  • Graduation from high school or possession of a GED Certificate; AND
  • One year of experience in a job involving reading utility meters;
OR
  • An equivalent combination of education, training, and experience that would reasonably be expected to provide the job-related competencies noted above; AND
  • Possession of a valid Florida Driver's License.
Emergency Management Responsibilities

In the event of an emergency or disaster, an employee may be required to respond promptly to duties and responsibilities as assigned by the employee's department, the County's Office of Emergency Management, or County Administration. Such assignments may be for before, during, or after the emergency/disaster.
