Job Overview

The Senior Environmental Protection Specialist oversees the evaluation and decision-making processes regarding environmental permit applications and site assessments aimed at safeguarding natural resources. This role involves conducting thorough site evaluations to assess potential for tree conservation, identifying wetlands, and recognizing listed plant and wildlife species, as well as other environmentally sensitive areas.

This position is part of the Natural Resources division within the Development Services Department. The ideal candidate will possess some or all of the following qualifications:
  • Bachelor's degree in Forestry, Landscape Architecture, or a related Natural Science field.
  • In-depth knowledge of identifying environmentally sensitive areas, familiarity with the Land Development Code, and expertise in reviewing site plans and permit applications, as well as tree preservation methods during construction.
  • Strong verbal and written communication skills.
  • Current ISA Certification, or the ability to obtain certification within 12 months of employment.

Duties and Responsibilities
  • Supervises subordinate staff by scheduling tasks, addressing escalated permit applications, and reviewing projects for compliance with Natural Resources standards, while providing training and performance evaluations.
  • Oversees the preparation and issuance of Natural Resources permits for various construction and landscaping projects.
  • Reviews and approves permit applications and site plans, conducting assessments to ensure compliance with land alteration and landscaping regulations.
  • Evaluates plans for grading, zoning requirements, wetland presence, and stormwater infrastructure.
  • Coordinates with applicants and developers to resolve design issues.
  • Ensures compliance with natural resource regulations in permit applications and site plans.
  • Manages the review process for commercial, subdivision, and single-family projects from inception to permit issuance.
  • Evaluates natural resource permit applications for adherence to code criteria.
  • Coordinates reviews of various permit applications and requests related to natural resources.
  • Addresses inquiries and resolves issues from staff, applicants, and the public.
  • Assists enforcement inspectors in monitoring compliance and addressing violations.
  • Guides applicants and their representatives in understanding code requirements.
  • Performs additional related duties as necessary.

Minimum Qualifications Required
  • Bachelor's degree in Natural Science, Natural Resources, Environmental Science, or Landscape Architecture; AND
  • Four years of experience in Natural Resources permitting reviews or a related environmental field;
OR
  • An equivalent combination of education, training, and experience that provides the necessary competencies;
AND
  • Possession of a valid Driver's License;
AND
  • Must obtain ISA Arborist Certification within 12 months of hire.
