Key Responsibilities

  • Manage service contracts for rehabilitation of water networks in complex environments within fragile states.
  • Design an effective operation and maintenance system for the water network, including system strengthening by re-introducing a tariff payment system co-managed by a water user committee and government authorities.
  • Conduct rapid assessments to identify EH needs and vulnerabilities of target populations to scale up EH interventions in emergency contexts.
  • Develop evidence-based EH interventions and adapt strategies based on assessments and feedback.
  • Lead the review of EH program strategies, plans, and proposals in alignment with donor requirements and organizational objectives.

  • Capacity building staff on Emergency WASH sphere standards, WASH in healthcare settings, and infection prevention and control (IPC).
  • Ensure proper budget management with a up-to-date procurement plan and supply strategy in place in collaboration with operations teams.
  • Establish and implement robust monitoring and evaluation systems to track the progress and impact of EH interventions.
  • Conduct regular field visits to monitor program implementation, assess the quality of services, and identify areas for improvement.
  • Analyze data and generate reports to inform decision-making and program adaptation.
Requirements
  • Master's degree in water engineering, civil engineering, public health, environmental engineering, or a related field.
  • Minimum of 5 years of experience in EH/WASH programming, preferably in humanitarian or emergency contexts.
  • Effective leading and building programs and/or operations in fast-paced, multifaceted environments. Leadership and team management skills are essential.

  • Excellent communication and interpersonal skills, with the ability to work effectively in multicultural and multidisciplinary teams.
  • Fluency in English is required, with proficiency in Arabic an added advantage.
Personal Attributes
  • Commitment to humanitarian principles and values, including impartiality, neutrality, and respect for human dignity.
  • Ability to work under pressure in volatile security and access contexts and manage multiple priorities in a fast-paced and challenging environment.
  • Strong problem-solving skills and a proactive approach to addressing EH-related challenges.
