Job Summary:

The Accounting and Budget Manager will be responsible for developing, implementing, and evaluating the city's accounting and budgeting systems, ensuring compliance with generally accepted accounting principles (GAAP) and municipal budget cycles. This role requires a strong emphasis on leadership, organizational awareness, and cultural fit to align with the city's values of teamwork, transparency, and public service excellence.

Key Responsibilities:
  • Develop and implement accounting and budgeting systems, including financial reporting and analysis.
  • Oversee the preparation of the annual budget and ensure compliance with municipal budget cycles.
  • Direct and supervise accounting staff, ensuring alignment with city goals and culture.
  • Develop and maintain financial policies and procedures to improve efficiency and ensure proper internal controls.
  • Provide technical advice and assistance to city departments on financial management, budgeting, and accounting issues.
  • Collaborate with analysts and consultants to develop data processing programs for accounting and financial reporting purposes.
  • Prepare financial reports, including budget-to-actual comparisons and forecasts.
  • Assist with the coordination of the annual audit and provide necessary documentation.
Requirements:
  • Bachelor's degree in Accounting, Finance, Public Administration, or a related field from an accredited college or university.
  • Minimum of five years of progressively responsible experience in governmental accounting and budgeting, including at least two years of supervisory experience.
  • Considerable experience in municipal accounting.
