The American Red Cross is currently seeking a Mobile SAF-IS Regional Program Manager to support the Service to Armed Forces and International Services Division mission. This position is regional and part of our mobile staff, requiring strict medical and security clearances prior to employment. In this role, worldwide deployment is a condition of employment. Mobile staff typically deploy for six months at a time, approximately once every 18-24 months, and can be sent to any military base globally.

KEY RESPONSIBILITIES:

Relationship Management and Community Outreach: Serves as the representative of the Red Cross at assigned locations.
  • Establishes strong relationships with military leadership, key organizations, and community leaders.
  • Develops partnerships with external constituents in the local community, including government organizations, corporate partners, civic organizations, and other charitable and nonprofit agencies to further the Red Cross mission. Outreach includes command meetings, educational briefings, presentations, or information sessions.
  • Enhances community presence through marketing opportunities with local Armed Forces Network, social media platforms, and local base advertising to promote the Red Cross Mission and services.
Volunteer Management: Oversees a volunteer engagement program to facilitate the delivery of all Red Cross programs and services on military installations and in local communities.
  • Develops and implements local needs assessments and Volunteer Program Plans.
  • Recruits and trains leadership volunteers to support the placement and supervision of staff and programs in delivering SAF/IS U.S. programs and services.
  • Effectively utilizes the Volunteer Connection Platform to manage, document, train, recognize, and communicate with volunteers.
Service Delivery Management: Ensures consistent delivery of SAF and IS U.S. services to all clients in the area.
  • Supervises volunteer Service Delivery staff.
  • Coordinates services to military treatment facilities and VA hospitals through rehabilitation programs, material assistance, and support.
  • Ensures community outreach, including command meetings and educational briefings.
  • Implements special events and projects in support of SAF/IS U.S. initiatives.
  • Manages support services to military members and their families, including follow-up information and referrals.
Financial and Reporting Management: Develops and manages budgets and expenditures to ensure programs operate within budget. Monitors and reports on program outcomes to ensure organizational accountability and recommends improvements to meet metrics consistently.

QUALIFICATIONS:

Education: Bachelor's degree in business or public administration, human resources management, community organization, social or health sciences, or a related field is required; or equivalent experience.

Experience: A minimum of five years of relevant experience in program management or a related field is required.

Skills and Abilities: Strong computer skills, public speaking skills, and effective verbal and written communication are essential. Must possess strong interpersonal skills and the ability to work well independently or in a team environment. The ability to manage multiple priorities is crucial. Familiarity with military culture, regulations, and protocol is strongly desired. Experience with American Red Cross programs and services is also highly valued.

A valid driver's license with a good driving record is required.

Work Conditions:

Depending on the assignment, may require the ability to visit various locations; or the ability to stand, walk, and manipulate light to medium weights. Requires good hand-eye coordination, dexterity, and visual acuity for using a keyboard and operating equipment. Overall mobility is essential. May include sitting for extended periods, driving a vehicle, and working under challenging conditions.

Work is performed indoors with potential exposure to safety and health hazards related to emergency services relief work. May travel and participate in meetings and conferences throughout the chapter jurisdiction and Red Cross system.

FOR MOBILE POSITIONS ONLY:

Some positions are designated as "Mobile" and subject to unique job requirements. Mobile staff perform the same basic job responsibilities as non-mobile staff but are also required to deploy on short-term assignments, serving alongside military members in designated theaters of operations globally. Mobile staff must be ready to deploy whenever called upon and meet specific medical and readiness requirements.
