This position is within the Defense Systems Engineering Department (N222) to support the implementation of the Universal Command & Control (UC2) language as part of the Integrated Network System of Systems (INSS) capability.

This work is sponsored by the Office of the Under Secretary of Defense (OUSD) for Research and Engineering (R&E), Test Resource Management Center.

INSS is an OUSD(R&E) Critical Technology Area that encompasses the capability to communicate, provide real-time dissemination of information across the Department, and effective command and control in a contested electromagnetic environment.

The MITRE UC2 work program is collaborating with the United States Air Force (USAF) Common Tactical Edge Networking (CTEN) program to develop and integrate a transformation service that will enable reliable interoperability of disparate platforms and systems across all the Services, multiple message domains, and operating environments.

MITE's CTEN and TRMC's UC2 efforts are enhancing the resulting data model foundations for both Government programs.

We're developing inbound and outbound message transformation services that leverage the CTEN Project schema and the UC2 schema value propositions.


Key Responsibilities:
  • Developing advanced tactical data link messaging and cross-platform messaging concepts to analyze operational requirements, address communications challenges, and apply sound technology solutions to benefit sponsor mission outcomes
  • Applying systems engineering, data science, and data modeling techniques to develop a data-centric language and a message schema along with message transformations necessary to enable joint all-domain command and control (JADC2) interoperability across disparate platforms/sensors, multiple message domains, and operating environments
  • Developing Department of Defense standards for information exchange with an emphasis on tactical edge RF communications
  • Collaborating with DoD sponsor Working Groups and stakeholders with a diverse team to participate in technical exchange engagements to share knowledge and research and elicit feedback from a diverse set of subject matter experts
  • Providing verification and validation methods for establishing the prototype interoperability solution
Basic Qualifications:
  • Typically, 8 years of related experience with a bachelor's degree in electrical engineering, physics, computer engineering, mathematics, or similar field; or 6 years and a master's degree; or a PhD with 3 years' experience
  • Knowledge and experience with systems engineering across the development lifecycle from concept inception through requirements definition, system development, integration, and verification test, evaluation, resources, and processes
  • Knowledge and experience with data science principles, data modeling, and schema development
  • Familiarity with DoD messaging standards such as Link 16, protocols, gateways, message forwarding, and battle management command and control (BMC2) tactics, techniques, and procedures (TTPs)
  • Supporting networking, enterprise applications, and IT architectures
  • Familiarity with one or more DoD messaging standards such as link 16, VMF, UCI, MADL, CMF, etc.
  • Familiarity with one or more DoD open Standards such as OMS, etc.
  • Familiarity with relevant commercial message standards and its application to DoD systems/standards, specifically NIEM ISO/IEC 10646
  • Excellent communication skills to effectively articulate complex concepts to different audiences
  • Excellent writing and public speaking/presentation skills to effectively write and present technical and non-technical briefings, memos, and formal reports
  • Must be a U.S. citizen with an active Secret clearance and the ability to acquire and maintain a DoD TS/SCI clearance
  • This position requires a minimum of 50% hybrid on-site presence
Preferred Qualifications:
  • Experience/knowledge with one or more software development tools/environments (Matlab, Java, JavaScript, Scala, Git, XML, JSON, or XSLT)
  • Familiarity with tactical data networking and data forwarding, network routing and transport protocols, distributed computing, and/or topology management
  • Candidate has an active DoD TS/SCI clearance
