Fleet Maintenance Superintendent Job Description

Charles County Government is seeking a highly skilled and experienced Fleet Maintenance Superintendent to join our team. As a key member of the Department of Public Works, you will be responsible for leading, monitoring, and supervising the technical and professional tasks related to the evaluation, repair, and maintenance of the county's fleet.

Key Responsibilities:
  • Plan, prioritize, assign, supervise, and review the evaluation, repair, and maintenance of the county's fleet, including vehicles, heavy equipment, small engine equipment, and snow removal equipment.
  • Design fleet maintenance activities, including objectives, scope, and budget, and consult with senior management or end users as needed.
  • Prioritize fleet maintenance tasks into short-term and long-term activities based on risk, criticality, and resources.
  • Schedule mandatory inspections and preventive maintenance to maximize the safety, productivity, and life of the vehicle or equipment.
  • Direct work performed by employees and contractors, coordinate and execute work procedures to meet objectives in a safe, timely, quality, and cost-effective manner.
  • Determine schedules, sequences, and assignments for Technicians based on workload, priorities, and skill of personnel.
  • Ensure completion of daily assignments and coordinate start times, lunch schedules, and end of shift responsibilities.
  • Provide guidance, motivation, and support for Technicians to develop, implement, and execute strategies and goals to achieve better workflow processes, measures, and results.
  • Monitor employee work levels and analyze work performance, review repair orders to confirm Technicians completely and adequately performed and documented the required work and addressed any additional safety issues.
  • Inspect and monitor work areas, examine tools and equipment for regulatory and safety compliance, and correct unsafe conditions or violations.
  • Participate in hiring and disciplining fleet personnel in accordance with County policies and procedures, provide or coordinate training, and ensure employees are knowledgeable of applicable codes, standards, regulations, and contracts and how to prevent, detect, and correct unsafe conditions or violations.
  • Assume and perform the Chief's duties and responsibilities during the absence of the Chief of Vehicle Maintenance and Inventory Management and the Inventory Program Manager.
  • Obtain estimates and schedules work with outside contractors and vendors when the work cannot be effectively or efficiently performed with existing personnel and resources or as needed to meet warranty requirements.
  • Establish or provide input for contractor qualifications and selection criteria, participate with selection committee to interview firms and evaluate proposals.
  • Prepare, review, compare, and evaluate specifications, estimates, and contracts.
  • Initiate the requisition process and complete asset forms as required and in accordance with county procurement policies, review invoices or reports to assess the completeness and adequacy of work performed.
  • Act as a consultant to end users in County Departments to determine or review vehicle and equipment specifications, when requested, to assure the end user acquires vehicle or equipment that meets need or requirement.
  • Record fleet transactions and maintain records in an automated system, prepare or review reports on the progress and status of activities and projects as needed or requested for management analysis.
  • Establish productivity standards, analyze results, and make necessary adjustments to improve efficiency and achieve better workflow processes, measures, and results.
  • Assist with coordinating the acquisition, transfer, and disposal of County vehicles and equipment.
  • Evaluate the effectiveness of parts, accessories, tools, equipment, and vehicles, when and as needed to address safety, quality, or cost concerns.
  • Assist supervisor with annual budget process to include identifying capital investment priorities, determining operational requests, and obtaining price estimates.
  • Direct the response to roadside or offsite emergencies, make arrangements for towing if the vehicle or equipment cannot be repaired or operate safely.
  • Investigate accidents or injuries, prepare and submit reports, and implement corrective action on findings and recommendations.
  • Communicate with customers, vendors, contractors, regulatory or oversight agencies, citizens, and other agencies or parties in response to requests for information, to explain work requirements, or to provide guidance.
  • Provide emergency or relief assistance to Technicians, as and when needed.
  • Responsible for safeguarding assets to include vehicles, equipment, tools, and parts.
  • Perform other duties as assigned.
Qualifications, Knowledge, Skills, and Abilities:
  • High school diploma or an acceptable equivalency diploma (GED).
  • Eight (8) years of progressively responsible experience in vehicle maintenance and repair, which includes supervisory experience, or an equivalent combination of education, experience, and training.
  • Must possess a valid Commercial Driver's License (CDL), Class B is required.
  • Automotive Service Excellence (ASE) certifications.
  • Environmental Protection Agency (EPA) Section 609 Technician Certification.
  • Knowledge of codes, standards, regulations, and practices related to vehicle and equipment maintenance and repair.
  • Knowledge of design, use, maintenance, and repair of vehicles, equipment, and tools.
  • Knowledge of County policies and procedures, standard operational practices, and safety regulations.
  • Knowledge of customer service and quality standards.
  • Knowledge of basic office procedures, computers, and iPads.
  • Ability to set, prioritize, and achieve goals.
  • Ability to motivate, develop, and direct employees.
  • Ability to effectively manage conflict and resolve disputes.
  • Ability to successfully communicate, both orally and in writing.
  • Ability to actively listen to customers, coworkers, and supervisors.
  • Ability to establish and maintain effective working relationships.
  • Ability to read and understand repair orders and instructions.
  • Ability to make precisely coordinated movements and grasp or assemble small objects.
  • Skills to diagnose the cause and related symptoms of malfunctions and proficiently repair vehicles, equipment, and related parts, accessories, and systems.
  • Skills to safely operate computerized diagnostic equipment and handheld, electric, or pneumatic tools.
  • Skills to use logic and reasoning to identify the strengths and weaknesses of alternative solutions.
  • Skills to prepare accurate records and reports.
