Division Leader, National Security Engineering Division

We are seeking a highly motivated individual with a strong technical and leadership background to lead the National Security Engineering Division (NSED) at Lawrence Livermore National Laboratory (LLNL). The NSED is an organization of over 500 multi-disciplinary engineers, scientists, technicians, designers, coordinators, and administrative staff dedicated to a wide range of technical, leadership, and operational support functions enabling LLNL's programs and innovation.
The successful candidate will provide technical and strategic leadership and manage financial and personnel resources in NSED. They will interact closely with other Engineering senior managers, key Laboratory program leaders and technology area leaders, and counterparts in other Laboratory discipline organizations. They will develop and maintain enduring partnerships with the Laboratory's programs and discipline organizations.
The Division Leader will ensure that key execution strategies and revolutionary new capabilities and technologies are identified, resourced, developed, and deployed to meet current and future mission needs. They will carry out the Directorate's strategy for mission enabling business development, collaboration, execution in concert with Engineering's Divisions, Centers and Institutes, and for partnership with academia, industry, national labs, and other key external organizations.
Key Responsibilities- Lead development of a strategic plan for NSED and oversee its implementation to achieve Division and Directorate objectives and goals.
- Promote and ensure effective integration between LLNL program needs and NSED capabilities by establishing and managing a clear framework to ensure the delivery of high-quality science and engineering to all NSED partners.
- Serve as a member of the Engineering senior management team in formulating, implementing, and monitoring the Directorate's strategic plans. Work closely with other Division Leaders to manage the workforce changes and assignments and to improve Engineering business processes.
- Identify high leverage critical areas where new engineering capabilities are needed to support current and future programs. Assist with technical roadmaps to guide development, and leverage resources to successfully accomplish milestones.
- Manage and mentor division engineers, scientists, technical and administrative staff, to develop innovative and relevant technologies and solutions, while achieving both division, program, and institutional strategic and tactical objectives.
- Lead the recruiting, hiring, and career development of a diverse set of engineering, scientific and technical talent, outstanding innovators, and world-class researchers in support of current and projected programmatic needs.
- Enhance a diverse, inclusive environment encouraging innovation and creativity, and a professional work environment.
- Provide direction and oversight for personnel administration activities including performance reviews, performance management, appraisals, ranking, and salary management. Provide oversight and manage the financial resources of the Division.
- Lead and stimulate development of external initiatives: Strategic Partnerships Projects (SPPs), Cooperative Research and Development Agreements (CRADAs), to provide an enabling Research and Development (R&D) funding base in support of program needs for technology innovation.
- Provide direction and oversight of Laboratory Directed Research and Development Program (LDRD) and technology development activities in the Division and contribute to the development of the Directorate's overall R&D portfolio.
- Foster an environment where safety and security considerations are integrated into the daily activities of all Division personnel.
- Perform other duties as assigned.
- This position requires an active Department of Energy (DOE) Q-level clearance or active Top-Secret clearance issued by another U.S. government agency at the time of hire.
- Bachelor's degree in Engineering, Science, or related technical field, or the equivalent combination of education and relevant experience.
- Extensive experience providing strategic leadership for technical initiatives in an engineering or scientific discipline and promoting innovation, including ability to integrate ideas, technologies, and concepts to create compelling new solutions and meet sponsor needs.
- Proven leadership and demonstrated success in working with a large, diverse organization comprised of engineering, technical, and administrative work forces.
- Expert level communication and interpersonal skills with proven ability to effectively interact, negotiate, and influence change with diverse government, senior executive management, laboratory, university, and industry personnel.
- Demonstrated ability to attract and hire extraordinary staff to support advanced technology development, incorporate multidisciplinary technologies into programs, and serve in program leadership roles.
- Extensive experience managing and leading a technical organization, including knowledge of strategic planning, organizational dynamics, organizational policies, procedures, and practices, workforce planning processes, budget, and safety and project management.
- Significant experience in personnel management, including supervision, performance management, effective conflict resolution, and career development.
- Advanced problem-solving, analytical, technical, organizational, collaborative, and management skills necessary to independently advise, influence, recommend, and approve appropriate actions and implement solutions.
- Master's degree or PhD in Science/Engineering or other related field, or the equivalent combination of education and relevant experience.
- Track record of delivering and executing on programmatic deliverables.
- Comprehensive understanding of LLNL policies/procedures and experience working with DOE or other relevant government agencies.
- Knowledge of and experience with national security policy issues.
- Working knowledge of Laboratory financial policies and practices. Working knowledge of the Laboratory's Integrated Safety Management System.
- Advanced knowledge of and experience with Engineering standards and practices. Broad knowledge of and experience with the major Laboratory programs and the LDRD process.
