Minimum Qualifications:
To qualify for this position, candidates must meet the minimum qualifications as outlined in the New York Hiring for Emergency Limited Placement Statewide Program (NY HELPS).

Engineer Trainee:
Candidates must possess either a bachelor's degree in engineering or engineering technology or proof of passing the NCEES Fundamentals of Engineering Examination (FE) along with one year of relevant engineering experience. This role involves a 24-month traineeship leading to the position of Assistant Engineer, Grade 20.

Assistant Engineer:
Candidates must provide proof of passing the NCEES FE Examination and possess a qualifying bachelor's degree or one year of full-time qualifying engineering experience.

Qualifying Degrees:
Degrees in Civil Engineering, Transportation Engineering, or related fields are acceptable.

Qualifying Experience:
One year of full-time engineering experience in transportation projects, including highways, railroads, bridges, and traffic management systems.

Duties Description:
At the time of appointment, candidates must possess a valid New York State driver's license or demonstrate the ability to meet travel requirements.

Under the supervision of a licensed Professional Engineer, incumbents will engage in various tasks based on their assignment. Typical responsibilities may include:
  • Acting as Chief Inspector or Engineer-in-Charge on construction projects.
  • Ensuring contractor work complies with engineering standards and safety regulations.
  • Supervising project inspection teams.
  • Reviewing design plans, estimates, and contractor submissions.
  • Initiating design modifications and maintaining project documentation.
  • Utilizing CADD and engineering software for project design.
  • Field assignments may require overnight stays and weekend work.

Additional Comments:
This position may be filled through a non-competitive appointment under the NY HELPS Program, meaning no examination is required, but candidates must meet the minimum qualifications. Employees hired under this program may later transition to competitive status without the need for an examination.
