Job Description:


The Materials Management Specialist plays a crucial role in the Health & Human Services Comm, reporting to the Regional Business Services Manager in each region. This position is responsible for the assembly, repair, delivery, and installation of equipment, furniture, and other business supplies. The specialist receives, signs for, and inspects packages received in the mail room or warehouse, delivering them to the appropriate personnel at HHS offices throughout the region.


The specialist is also responsible for receiving, processing, and distributing document service/copy requests, sorting and distributing mail to various HHS office locations within the region. Additionally, they drive and inspect vehicles, maintain agency vehicle maintenance logs for monthly reporting, ensure proper maintenance and operating condition, and perform minor vehicle repairs.


The specialist orders and maintains adequate inventory of supplies needed for mail and copy services, performs warehouse duties including tracking inventory and surplus state property, and operates motorized equipment for moving and storing warehouse items. They assist with office moves, complete minor building repairs and routine maintenance, and oversee and direct activities of contractors and vendors for moves and modular furniture installation.


Essential Job Functions:


The Materials Management Specialist attends work on a regular and predictable schedule in accordance with agency leave policy and performs other duties as assigned. They are responsible for driving state agency trucks and cargo vans to deliver and pick up large items such as furniture, filing cabinets, IT and telecommunications equipment, boxed file records, packages, business supplies, surplus state property, and emergency office equipment.


The specialist provides mail pickup and small package delivery while on routine delivery route to HHS offices in the region, responsible for safe and efficient loading, unloading, and delivery of cargo. They evaluate multiple delivery locations to determine the most cost-effective and time-saving route to travel, considering roadways, traffic, and safety in selecting the route.


The specialist monitors vehicle maintenance records and takes vehicles in when needed for regular upkeep to maintain vehicles in good operating condition. They update vehicle logs with mileage, refueling, and maintenance performed, compile data from logs to submit monthly vehicle reports for entry into the fleet management system, and complete forms and required reports on transport and disposal of any surplus state property.


Responsibilities:


The Materials Management Specialist performs shipping and receiving duties in the warehouse and regional mailroom, including physical receipt and inspection of packages delivered to the mailroom or warehouse, providing signature and confirmation of acceptable delivery. They document receipt of purchased items using the CAPPS Financial system, confirming that items received match the original purchase order.


The specialist identifies intended recipients of warehouse/mailroom package deliveries, and arranges the routing and delivery of packages to HHS customers at their work location. They research misrouted mail to determine appropriate recipient and ensure proper delivery, process outgoing mail and shipping of packages, determine appropriate shipping method, weigh and affix appropriate postage/shipping label, and arrange for pickup.


The specialist maintains records on postage and packages/mail received and shipped, uses online systems for vendors such as FedEx and LoneStar to create shipping accounts for HHS customers, and performs standard warehouse duties including the safe and efficient storage and inventory of materials, equipment, and supplies.


Requirements:


The Materials Management Specialist must have a valid Class C Texas Driver's License, a high school diploma or GED, and the ability to communicate effectively in writing as demonstrated in the application. Preferred experience in shipping, receiving, sorting, and distributing furniture, supplies, or equipment, operating warehouse equipment such as forklift, pallet jack, dolly, driving panel truck and/or cargo van, and pulling trailer is also preferred.


Working Conditions:


The Materials Management Specialist may assist with emergency/disaster situations throughout the state, and ability to travel which may include overnight stays is required.
