San Diego Youth Services is seeking a Financial Analyst in the Fiscal Department to support our mission from the Administration office. This is a full-time, non-exempt role reporting to the Accounting Manager. About San Diego Youth Services
Since 1970, San Diego Youth Services has been dedicated to enhancing the lives of over 780,000 homeless, runaway, and at-risk youth. We provide essential services, including safe housing, foster care, community support, and long-term solutions to over 28,000 youth annually across more than 100 locations. Our focus on prevention, early intervention, and treatment helps youth before they require more intensive care or face homelessness.

  1. Address Basic Needs: We recognize the increasing challenges of hunger, poverty, and youth homelessness. Our commitment is to provide safe living environments and sustainable solutions through various housing options.
  2. Foster Positive Connections: We encourage youth to pursue positive life changes and build healthy relationships, offering resources and services that support their growth.
  3. Develop Life Skills: We provide a range of housing options along with support to equip youth with the independent living skills necessary for self-sufficiency.
  4. Enhance Health and Well-Being: Our comprehensive services address trauma and challenges, including case management, counseling, mental health support, and educational resources.
With a dedicated team of approximately 250 employees and 80 volunteers, we operate with an annual budget of around $24 million.

POSITION CONTEXT

This role primarily focuses on preparing contract claims, conducting financial analysis, and providing fiscal support. Responsibilities include timely preparation and submission of contract claims, monitoring expenditures and budget allocations, ensuring compliance in expense analysis, and accurately recording revenues and payments. The position also involves managing subcontract invoices, generating financial reports, and assisting in the budgeting process. Staying informed about fiscal policies and procedures, maintaining accurate records, and offering support to the fiscal department and other teams are essential. Additionally, the role requires adherence to organizational standards, maintaining confidentiality, effective communication with diverse individuals, and fostering a positive work environment. Flexibility to work in various settings is expected.

Key Responsibilities:
  • Prepare and submit contract claims by specified deadlines.
  • Compile monthly billing summaries for assigned contracts to monitor current and cumulative budget expenditures.
  • Analyze the general ledger to ensure expenses are allowable, allocable, reasonable, and accurately categorized.
  • Prepare and post journal entries for cost allocations related to assigned contracts and general ledger adjustments.
  • Generate requested reports using accounting software.
  • Record revenues for assigned contracts accurately.
  • Process claim payments and other cash receipts in the accounting software for both agencies.
  • Verify accuracy and allowability of subcontract invoices and prepare check requests.
  • Respond to billing inquiries from internal staff and external reviewers.
  • Track claimed amounts and payments received for assigned contracts.
  • Reconcile monthly credit card charges and maintain associated fiscal documentation.
  • Stay updated on changes in fiscal policies and procedures, applying them as necessary.
  • Maintain organized files for all claims and contract budgets.
  • Assist with budgeting processes as needed.
  • Support financial analysis and propose budget modifications.
  • Maintain communication with funders and agency management.
  • Assist with coding of expenses and revenues as required.
  • Contribute to the annual audit process by preparing necessary documentation.
  • Support team members during agency and program audits.
  • Maintain compliance records and various fiscal support documentation.
  • Update procedures for all assigned tasks.
  • Maintain proficiency in relevant MIS equipment.
  • Perform additional duties as assigned.
PREFERRED QUALIFICATIONS
  • Bachelor's degree in accounting preferred, with a minimum of two years of accounting experience.
  • Detail-oriented and highly organized.
  • Proficient with numerical analysis and calculations.
  • Experience in non-profit social service organizations is preferred.
  • Must possess a reliable vehicle and be willing to use it for work-related tasks.
  • Strong communication skills.
  • Proficient in computer applications, including spreadsheets and accounting software.
  • Ability to work effectively with a culturally and ethnically diverse community.
  • Adherence to safety and health guidelines during the COVID-19 pandemic is essential.
